Government strengthens protection of the rights of internally displaced persons in temporary accommodation facilities


The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for the functioning of temporary accommodation facilities for internally displaced persons (IDPs). The decision is aimed at strengthening the protection of IDPs’ rights, improving the quality of services, and ensuring clearer and more transparent rules for accommodation.

“For people who were forced to leave their homes due to the war, temporary accommodation should be more than just a roof over their heads; it should be a safe and comfortable space with clear and fair rules. The adopted changes strengthen the protection of internally displaced persons’ rights, make procedures more transparent, and take into account current challenges,” said Minister of Social Policy, Family and Unity Denys Uliutin.

Mandatory monitoring of premises prior to their inclusion in the list of temporary accommodation facilities has been introduced. This will ensure that such sites meet established requirements and provide appropriate living conditions.

The Government has also clarified the procedure for concluding and extending lease agreements for residential premises in temporary accommodation facilities. The grounds and procedures for terminating such agreements have been regulated, contributing to greater legal certainty and better protection of residents’ rights.

For internally displaced persons who, for various reasons, do not have identity documents, the period of temporary accommodation has been extended for the time required to obtain the necessary documents.

Additional changes introduce guarantees for residents in cases of relocation. IDPs must now be informed in advance and in writing about such decisions.

The changes also include measures to support the employment of able-bodied persons living in temporary accommodation facilities.

Monitoring tools for such facilities have been updated, including a revised checklist for assessing the condition and standards of accommodation sites.

The adopted decision is another step toward improving the system of support for internally displaced persons and adapting temporary accommodation mechanisms to the needs of wartime conditions.
