Government strengthens protection and support for frontline communities: Yulia Svyrydenko

Following a trip to frontline communities in Donetsk and Dnipropetrovsk regions, the Government has adopted a series of decisions to support frontline territories.

As Prime Minister of Ukraine Yulia Svyrydenko reported during the Government meeting, officials established preferential terms for transferring state and municipal institutions to house internally displaced persons (IDPs) in frontline regions.

“This will allow us to set up new temporary accommodation sites for displaced people more quickly,” she emphasised, adding that rental terms for state and municipal enterprises have been set at UAH 1 per square metre, while for public and charitable organisations, it is 3% of the value.

In addition, UAH 333 million has been allocated from the State Budget’s reserve fund to protect Sumy region.

“The funds are being directed to Sumy Regional Military Administration to complete the construction of fortifications, engineering barriers, and non-explosive obstacles,” the Head of Government stressed.

For Dnipropetrovsk region, UAH 96 million has been allocated to support water supply, including directing these funds to enterprises providing centralised water supply to avoid water problems and ensure decent living conditions for over 200,000 residents of the communities. Additionally, UAH 128 million has been allocated from the reserve fund to restore the region’s critical infrastructure damaged as a result of russian attacks in June this year. And UAH 58 million has been directed to repair an emergency section of the Second Donetsk Water Pipeline.

The Cabinet of Ministers meeting also instructed relevant agencies to prepare action plans for a stable heating season, taking into account the challenges in each frontline region. “Electricity and gas supplies must be uninterrupted, so disconnections for debts accumulated during martial law are unacceptable. The Government has issued the relevant instruction,” Yulia Svyrydenko emphasised, adding that the purpose of the decision is to ensure the stable operation of energy infrastructure in winter and provide people with electricity and heating, regardless of russian attacks.

Furthermore, at the Government meeting, salaries for medical workers in areas of active and potential combat operations were increased. This particularly concerns Nikopol, which is under constant russian shelling. Specifically, for those working in combat zones: doctors – UAH 40,000; mid-level medical staff – UAH 27,000; junior medical staff – UAH 18,000. And for those working in potential combat zones – UAH 28,000, UAH 18,000, and UAH 9,000, respectively. “It is important for us to support doctors who continue to work in extremely difficult conditions and save lives every day,” the Prime Minister stressed.

Subsidies allocated in 2025 to local budgets for equipping shelters in military lyceums and lyceums with enhanced military-physical training have also been distributed – based on decisions by Regional Military Administrations.
