The Cabinet of Ministers of Ukraine has endorsed the resolution drafted by the Ministry for Strategic Industries "On the Procedure for Forming a List of Models (Complexes, Systems) of Armaments, Military and Special Equipment (Weapons of Victory) Produced and Supplied by Domestic Manufacturers".

The Weapons of Victory is a list of models (complexes, systems) of weapons, military and special equipment manufactured and delivered by domestic producers.

This resolution approves the Procedure for compiling the list of the samples.

Public customers of weapons and military equipment will have to take this list into account when planning public procurement of weapons and military equipment. For this purpose, the Resolution of the Cabinet of Ministers of Ukraine of 11 November 2022 Nº 1275 "Certain issues of defence procurement for the period of martial law", to determine the procedure for concluding long-term public contracts for the purchase of goods included in the Weapons of Victory list will be amended.

The resolution also approves the procedure for compiling a list of priority models of weapons and military equipment. The list is to be prepared by the Ministry of Defence based on the needs identified by the General Staff and state customers, taking into account the capabilities of the Ukrainian defence industry, as submitted by the Ministry of Strategic Industries.

Criteria for forming the list:

- weapons samples form the basis of the unified staff of the defence and security forces;

- samples of weapons have been approved, codified and/or

and/or approved for use;

- the need for such weapons will be preserved for the next three, five or ten years;

- the production of the weapon samples has been mastered and is being mass-produced by domestic defence industry enterprises;

- the localisation of production of weapons samples is at least 50% of the production cost of the item. The degree of localisation will be calculated using a special formula.

The Weapons of Victory list will be approved by the Cabinet of Ministers of Ukraine upon the proposal of the Ministry of Defence and will not be made public to comply with security requirements.
