On 3 January, at the first meeting of the Cabinet of Ministers in 2025, the main priorities and directions for the Government's activities were discussed. One of the key issues was security and defence, including the development of the Ukrainian defence industry.

"We have a record budget to provide our army and strengthen the defence industry. A total of UAH 2 trillion 230 billion has been allocated for defence and security. Every hryvnia of the taxpayers‘ money from the state budget will be used for these needs again," said Prime Minister of Ukraine Denys Shmyhal.

The draft production plans of domestic defence companies for 2025 envisage building up their existing production capacities to USD 30 billion.

Long-term state contracts will be signed with manufacturers - for 3-5 years.

The objective from the President of Ukraine is to produce at least 30,000 long-range drones. Our focus is to grow production of all types of drones: from FPV to Ukrainian Mavic drones.

Ukrainian companies plan to produce about 3,000 cruise missiles and drone missiles.

As part of the ZBROYARI: Manufacturing Freedom initiative, it is planned to raise more than USD 1 billion in funding from partners in 2025. The Danish model of financing will also be further implemented.

According to the Prime Minister of Ukraine Denys Shmyhal, the total expenditure on armaments and military equipment will amount to at least UAH 739 billion.

"The Government has directed UAH 54.5 billion to promote the development of the capabilities of the Ukrainian defence industry in 2025. The tasks have been set, and we are working to implement plans and projects. I am grateful to the Government for supporting the Ukrainian arms manufacturer," said German Smetanin, Minister for Strategic Industries of Ukraine.
