Government to compensate costs to institutions temporarily providing free housing to IDPs

The Government has adopted a decision to compensate costs to institutions that temporarily provide free housing to internally displaced persons (IDPs). This was announced by Prime Minister of Ukraine Yulia Svyrydenko following the meeting of the Cabinet of Ministers.

“We are working to improve the conditions for accommodating internally displaced persons. The Government has adopted a decision to compensate costs to institutions that temporarily provide free housing to IDPs. In particular, this concerns payment for utilities, as well as the purchase of liquefied gas and solid fuel,” emphasised Yulia Svyrydenko.

The key changes in the adopted decision are as follows:

  • compensation will be provided even in cases where people do not yet have IDP status and are restoring documents – for a period of up to two months from the date of submitting the application;
  • the actual length of stay of IDPs in temporary accommodation facilities will be taken into account;
  • simplification of the process for confirming costs. Now, only receipts and invoices are sufficient – without additional requests to relevant authorities;
  • increase in the social housing area norm taken into account for heating compensation: in addition to the basic 13.65 sq. m per person, an additional 7.35 sq. m of common areas will be considered.

“It is important that people who have been forced to leave their homes due to russian aggression have decent and comfortable living conditions, and that institutions and communities receive the necessary tools for this,” stressed the Prime Minister.
