Government improves war-related disability status process for civilians regardless of their location

At the initiative of the Ministry for Veterans Affairs, the Cabinet of Ministers has introduced changes to the “Procedure for establishing the link between disability and injuries or other health damage”. Thanks to this decision, opportunities have been expanded for establishing the link between disability and injuries or other health damage sustained by the civilian population from weaponry as a result of the aggression by the russian federation.

From now on, the status of a person with war-related disability can be granted not only to civilians injured in territories controlled by Ukraine, but also to those Ukrainian citizens who sustained injuries in temporarily occupied territories.

The basis for granting the status is the decision of the relevant Interdepartmental Commission established under the Ministry for Veterans Affairs, along with an extract from the decision of the expert team assessing the person’s daily functioning. For children under 18, decisions will be made based on the conclusion of a medical advisory commission. At the applicant’s request, a corresponding certificate will also be issued.

Why is this Government decision important?

The adopted changes establish fairness for Ukrainian civilians who have acquired disability as a result of the aggression by the russian federation, regardless of their location. They guarantee equal access to state support for all affected individuals, including those injured in temporarily occupied territories.

All citizens of Ukraine must be socially protected as a result of the aggression by the russian federation against Ukraine, and the procedures for obtaining such statuses should be simplified as much as possible. This is precisely what the changes are aimed at. The state is working to simplify document processing and handling, primarily through their digitisation.
