  • Ukraine requires a comprehensive modernization of the housing sector, says Hennadii Zubko

    In order to carry out modernization of the housing sector, all necessary legislative framework has actually been adopted. It is not only about carrying out measures on energy efficiency and thermal modernization of residential buildings, but also repairing the housing facilities, upgrading of central heating systems, boiler-houses, and working out a new system of district heating in cities. Vice-Prime Minister/ Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko emphasized at the opening of the international congress "Institutional and Technical Aspects of Reforming of Housing and Communal Services" within the framework of the CommunTech-2019 exhibition.

    These are the following laws: "On Commercial Accounting of Thermal Energy and Water Supply", "About Housing and Communal Services", "On the Energy Efficiency Fund", Law No. 417 "On the Specifics of Ownership in Apartment Building", "On Energy Efficiency of Buildings", all of which have been  implemented 100%.

    "All around the country we already have 81.4% of buildings with installed heat energy meters, which proves the formation of a responsible owner and consumer of communal services in Ukraine. The second is the growing number of condominiums, which already operate in 32 thousand houses. Moreover, it is the implementation of the energy efficiency reform: a valid program Warm Loans, the launch of the Energy Efficiency Fund. I emphasize that all these steps and, most importantly, the modernization of the residential sector will enable the reduction of the gas dependence of the country from 11.4 billion cubic meters of gas consumed by the population to 7.2 billion cubic meters. Ukraine has every opportunity to make this revolutionary leap", said Hennadii Zubko.

    The top official stressed that next year there will be elaborated a Roadmap for the transition to monetization of subsidies in the housing and utilities sector. Also, in 2019, in pursuance of Energy Efficiency Directive (27/EU), it is planned to adopt the developed draft law "On Energy Efficiency" that will allow implementation of energy efficiency measures in the electricity, gas and heat supply markets.
