Ukraine joins the European model of transparent payments in the aviation sphere. The First Deputy Minister of Infrastructure of Ukraine Dmytro Abramovych announced this today, February 28, 2020, following the results of the second round of consultations with the representatives of International Air Transport Association (IATA) and the airline companies on the countries' approval of the decision to join the Eurocontrol route charges system.
The delegation of Ukraine led by First Deputy Minister of Infrastructure Dmytro Abramovych and Head of UkSATSE Andrii Yarmak participated in consultations held in Brussels, Belgium with representatives of the IATA, airlines users of Ukrainian airspace and experts of the Eurocontrol’s Central Route Charges Office (CRCO).
"Ukraine joins the European model of transparent payments in the aviation sphere. For the Ukrainian state, the completion of the technical integration process is an extremely important priority. In addition to improving the payment discipline of airlines, it will guarantee the possibility of modernizing the national air navigation system, will allow improving the quality of services and, therefore, to maintain a high level of flight safety," the First Deputy Minister of Infrastructure said.
Head of UkSATSE Andrii Yarmak thanked the participants of the talks and said: “We are partners working in the single European sky, providing flight safety and comfort for users of our services. Therefore, we are committed to achieving a common, unified stance on our future development within the framework of European integration."
Andrii Yarmak stressed that now UkSATSE is fully ready - technically, operationally and economically - to start working within the Eurocontrol route charges system.
The Head of the national air navigation service provider of Ukraine informed that in the framework of this process, in accordance with the requirements of Eurocontrol, a large-scale work on the formation of the national cost base of Ukraine in accordance with the requirements and principles of Eurocontrol and the International Civil Aviation Organization (ICAO) was carried out: a positive report (conclusion) from Eurocontrol was received; the national regulatory framework in the field of air navigation was adjusted; compliance of operational and technical procedures of interaction with the structural units of Eurocontrol regarding the transfer of data on aircraft flights in the airspace of Ukraine; Ukraine (Ministry of Infrastructure) has fulfilled the requirements of ICAO and Eurocontrol regarding independent oversight of the economic activity of the national provider.
Following the results of the 113th session of the Enlarged Eurocontrol Routing Committee held in November last year in Brussels, the full compliance of the cost basis and rates for air navigation services in Ukraine with the Eurocontrol principles was confirmed.
