Ukrainians gain access to automated notary services at all Ukrainian diplomatic missions worldwide

Minister of Foreign Affairs of Ukraine Andrii Sybiha announced that, as of today, an automated procedure for submitting documents for notarial actions has been introduced at all Ukrainian embassies and consulates abroad.

Since 1 July, the system has been gradually rolled out, and now Ukrainians abroad can submit information and documents electronically through the applicant’s portal of the Ministry of Foreign Affairs’ e-Consul information and communication system at all 120 foreign diplomatic missions providing consular services.

Citizens can now, at their convenience:

  • Submit an online application for a notarial action;
  • Download a template for the required power of attorney or notarial statement;
  • Upload all necessary documents.

All submission and processing procedures can now be completed without a prior physical visit to a diplomatic mission. After online submission, only a brief visit is required to collect the completed document, significantly saving citizens’ time and resources.

Statistics highlight the convenience of the new service: since the initial rollout in July and August at the first two groups of diplomatic missions, nearly 500 Ukrainians have already used it.

Detailed information and answers to frequently asked questions will be available on the websites of diplomatic missions and the Consular Service Department of the Ministry of Foreign Affairs of Ukraine.

Andrii Sybiha expressed gratitude to the entire team that implemented the project, as well as to international partners, including the United Nations Development Programme in Ukraine and the Ministry of Justice of Ukraine, for their support in realising this important initiative.

“Our unwavering priority remains the protection of the rights and interests of Ukrainian citizens abroad. To this end, the Ministry of Foreign Affairs continues to work on reforming consular services and maximising their accessibility. Our goal is to provide a service worthy of a modern, technologically advanced, and strong European state,” emphasised the Minister.
