New features of the State Agrarian Register: additional functionality launched for agricultural producers

The State Agrarian Register (SAR) has introduced new functionality, enabling users to obtain active agricultural producer status and electronic extracts. These updates were the central topic of a webinar attended by representatives of the Ministry of Economy, Environment and Agriculture of Ukraine.

Deputy Minister Denys Bashlyk emphasised that the development of the SAR is a key component of Euro-integration reforms in agriculture.

“In the future, all EU funds for supporting agricultural producers will be provided exclusively through the State Agrarian Register and the digital tools we are implementing now. Therefore, farms need to understand the system’s operational rules and prepare for new requirements in advance,” noted Denys Bashlyk.

The active agricultural producer status confirms a minimum level of agricultural activity, based on factors such as ownership of land plots, crop cultivation, animal registration, agricultural machinery, or submission of statistical reports. For entrepreneurs and legal entities, relevant economic activity codes are also considered. The status is assigned based on data from state registers, automatically in most cases, though users can update their information if needed. While this status currently does not affect participation in existing programmes, it will be considered for the allocation of state and European support in the future.

Users can generate electronic extracts to confirm registration and status in the system, including extracts for SAR registration, registration in the State Register of Agricultural Producers, and confirmation of active agricultural producer status. Each document has a unique number, verifiable for authenticity in the “Extract Verification” section on the SAR website (dar.gov.ua). This enhances the system’s transparency and accessibility, facilitating user verification.

The SAR is being developed as a modular system, with new services and registers integrated gradually to improve usability, data quality, and the foundation for implementing European digital tools. One such component is the State Register of Agricultural Producers, which underpins the active producer status.

The next step is the development of the Integrated Administration and Control System (IACS), which will become a subsystem of the SAR. IACS is a mandatory digital system used by all EU countries for managing, monitoring, and controlling payments under the Common Agricultural Policy. It already includes the animal identification and registration system, a land parcel database (LPIS) is being piloted, and modules for geomonitoring and payment compliance control are in preparation. IACS is expected to be operational in Ukraine from 1 January 2027.

The Ministry of Economy, Environment and Agriculture encourages all unregistered agricultural producers to join the system and urges existing users to keep their profile information up to date.

The event was organised by the Ministry of Economy, Environment and Agriculture of Ukraine, the EU Institutional and Policy Reform for Smallholder Agriculture in Ukraine project (EU4SmallFarms), the EU-funded and World Bank-implemented Supporting Transparent Land Governance in Ukraine programme, and the Food and Agriculture Organization of the United Nations (FAO).

Background

The SAR is a state information and communication system for all agricultural producers, regardless of size or legal structure. Since its launch in 2022, over 50 support programmes worth more than UAH 8 billion have been implemented through the SAR, integrating seven state registers and connecting 35 banks for online verification of borrowers under the Affordable Loans at 5-7-9% programme. Currently, the system has approximately 200,000 registered users, accounting for 20.9 million hectares of agricultural land and 7.5 million land plots.
