Ukraine completes bilateral meetings with the EU within the frames of official screening
On September 30, 2025, Ukraine, in collaboration with the European Commission, completed bilateral meetings as part of the official screening process to assess the alignment of Ukrainian legislation with the EU acquis.
Today, the final bilateral session took place, focusing on Chapter 22: Regional Policy and Coordination of Structural Instruments, within Cluster 5: Resources, Agriculture, and Cohesion.
During the session, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Taras Kachka, delivered concluding remarks.
“Ukraine has completed the screening process faster than any other candidate in the modern history of EU enlargement. This is not just a good indicator—it is proof of our deep commitment to the European integration course and our ability to work systematically, quickly, and efficiently,” emphasized the Deputy Prime Minister.
According to him, this result was made possible due to the professionalism of the negotiation teams and close cooperation with the European Commission.
“Following the completion of the screening, a new, even more ambitious process begins—the implementation of the acquis and preparation for the opening of negotiation chapters. We already have the necessary expertise, experience, and a team capable of moving forward quickly and confidently,” the official stressed.
In total, the bilateral screening meetings took place from July 8, 2024, to September 30, 2025. During this period, 34 bilateral meetings were held between Ukraine and the European Commission, spanning a total of 66 days. Representatives from over 70 state authorities participated, including the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, ministries, judicial and anti-corruption bodies, law enforcement agencies, independent regulators, and other institutions. Within the framework of the screening, over 700 presentations were delivered across six negotiation clusters. During this period, the Ukrainian side provided responses to the European Commission’s questionnaires, totaling over 9,000 pages.
Background Information
The screening process is the first stage of the negotiation process, during which the European Commission, together with the candidate country for EU membership, analyzes the alignment of national legislation with the EU acquis. Bilateral screening meetings serve as a source of information for the European Commission regarding the candidate country’s readiness for EU membership. The screening covered 33 negotiation chapters across six clusters (thematic blocks) in accordance with the EU enlargement methodology.
