Ukraine plays a key role in the security of the Black Sea region: Taras Kachka takes part in high-level meeting in Luxembourg

On October 20, 2025, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Taras Kachka took part in a meeting on interregional security and connectivity in the Black Sea region on the sidelines of the EU Foreign Affairs Council's meeting.

The meeting brought together the EU High Representative for Foreign Affairs and Security Policy, Vice-President of the European Commission Kaja Kallas, European Commissioner for Enlargement Marta Kos, and European Commissioner for International Partnerships Jozef Síkela. The event gathered foreign ministers and representatives of EU member states, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, the Republic of Moldova, Tajikistan, Turkey, Turkmenistan, Ukraine, and Uzbekistan.

During two sessions, participants discussed issues of security, stability, and sustainability in the Black Sea region, as well as the interregional agenda on connectivity.

During the sessions, opportunities for deepening ties and cooperation between different regions were addressed. In the context of a complex geopolitical situation, participants emphasized their determination to develop cooperation in areas of mutual interest, strengthen mutual resilience, and promote the creation of more interconnected, secure, and prosperous regions.

The Deputy Prime Minister emphasized that russia's full-scale aggression had radically changed the security, political, and economic architecture of Europe, threatening the stability of the entire Black Sea region. Despite russia's blockade of Ukrainian ports, Ukraine continues to play a key role in ensuring global food security.

Taras Kachka emphasized that thanks to the Grain from Ukraine initiative, more than 300,000 tonnes of food have already been delivered to 18 countries around the world.

“In 2025, this initiative will transform into Food from Ukraine, with expanded geography, enhanced logistics, and support for vulnerable regions,” added the Deputy Prime Minister.

Taras Kachka emphasized that Ukraine welcomes the EU's strategy to strengthen stability and security in the Black Sea region. This strategy provides an essential framework for enhancing maritime security, protecting critical infrastructure, and restoring safe navigation. With its unique operations experience and advanced military capabilities, Ukraine remains ready to serve as a reliable security guarantor in the Black Sea region.

Separately, the Deputy Prime Minister emphasized that the imposition of further sanctions against russia was a necessary step to achieve a just peace and prevent further escalation, particularly in the Black Sea.

Participants also discussed the initiative to establish a specialized Black Sea Maritime Security Hub. The EU is willing to support efforts to build capacity in the areas of surveillance and monitoring, critical infrastructure protection, and countering hybrid threats. Initiatives have also been proposed to expand coast guard cooperation in the region, support demining operations, and address risks associated with the “shadow fleet.” These efforts should be seen as part of the EU's contribution to strengthening Ukraine's security.
