Ukraine and the World Bank agree to launch PREPARE Ukraine program to develop reconstruction projects

As part of the Ukraine Recovery Conference 2025, the Government of Ukraine signed an agreement with the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) to launch a five-year, USD 200 million PREPARE Ukraine program. The initiative is designed to finance the preparation of state and municipal reconstruction projects so that they meet the requirements of international investors and could quickly be implementated.

The program will be managed by the Public-Private Partnership Agency under the coordination of the Ministry of Economy. An initial grant of USD 44.3 million from the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) will be used to build a public investment portfolio and strengthen institutional capacity.

"PREPARE Ukraine transforms donor grants into concrete projects - from rebuilding bridges and hospitals to launching new industries that can integrate into global supply chains. Together with the World Bank, we are creating a systemic "preparation factory" that minimizes delays, increases transparency and paves the way for multibillion-dollar investments in the coming years," said Yuliia Svyrydenko, Deputy Prime Minister of Ukraine and Minister of Economy.

Following the talks with World Bank Managing Director for Operations Anna Bjerde, the parties agreed on a roadmap for the launch of PREPARE Ukraine. The first tranche will be available for use starting from starting in August and will cover technical support to government customers, including the development of the Agency itself.

"The PREPARE Ukraine initiative transforms donor funds into well-prepared investment projects. The PPP Agency assumes the function of a single "project pipeline": we collect and rank applications, prepare evaluations according to World Bank standards, engage international consultants and bring each project to a stage where private capital can enter without unnecessary risks," emphasized Niko Gachechyladze, Director of the PPP Agency.

In the near future, the World Bank and the Ministry of Economy will approve the program's operational manual, open a project preparation fund and start financing technical support for government customers.
