Ukraine and Germany step up cooperation on housing reconstruction
Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba joined the working visit to Germany by a Ukrainian delegation led by President of Ukraine Volodymyr Zelenskyy.
Germany remains one of Ukraine’s key partners, providing systematic support—humanitarian, technical, and practical—particularly in the reconstruction of housing infrastructure.
During the visit, a meeting with German Federal Minister for Housing, Urban Development and Building Verena Hubertz took place.
The parties discussed strengthening cooperation in the areas of housing policy, modern urban planning, and comprehensive reconstruction.
“We discussed stepping up cooperation in housing policy, urban planning, and comprehensive reconstruction—this is one of our key priorities. As an example, we showcased the results of reconstruction in Borodianka. We need to scale this experience to other destroyed settlements. According to RDNA5 estimates, the need for housing sector reconstruction amounts to USD 83.7 billion. Today, nearly 500,000 families have already received state support in the housing sector, in particular thanks to German support mechanisms,” noted Oleksii Kuleba.
The parties paid special attention to the development of serial and modular construction of multi-story housing.
This approach allows for the rapid construction of housing, ensures energy efficiency, and meets European quality standards. Germany has extensive practical experience in this field, which opens up opportunities for joint projects, the adoption of modern technologies, and the attraction of investment.
