Ukraine and the IMF have reached a Staff-Level Agreement on a new USD 8.2 billion EFF Arrangement for four years, Prime Minister Yulia Svyrydenko has announced.
"A week of intensive work in Kyiv by the IMF mission, led by Mr. Gavin Gray, has concluded with an excellent result. The total size of the program is USD 8.2 billion over four years. This program will help finance critical expenditures, maintain macro-financial stability, and unlock additional external support — support that will be vital for Ukraine in the years ahead. The agreement is still subject to approval by the IMF Executive Board," the Head of Government emphasised.
Yulia Svyrydenko outlined the main areas of cooperation with the IMF:
First, the IMF has confirmed the resilience of the Ukrainian economy. Despite the attacks on the energy sector and infrastructure, the economy is functioning, and Ukraine is demonstrating its ability to manage risks and maintain stability under the most difficult conditions.
Second, the Government has prepared the 2026 state budget in line with the framework of the new IMF programme, with an emphasis on the effective use of every hryvnia.
"We count on the support of MPs during the vote on the draft state budget as a whole," Yulia Svyrydenko said.
Third, Ukraine continues to pursue reforms. Our priorities remain unchanged: macroeconomic stability, debt sustainability, transparency and strong institutions. "We are committed to further implementing policies to combat the shadow economy, counter corruption, and strengthen governance in the public sector. This includes the ongoing reset of corporate governance in state-owned enterprises and the open competition for the Head of the Customs," the Prime Minister emphasised.
Yulia Svyrydenko expressed her gratitude to the International Monetary Fund team for their support throughout the years of full-scale invasion at this crucial time for Ukraine.
"We look forward to the Executive Board’s approval of the programme," the Prime Minister stressed.
