Ukraine and Latvia collaborate to strengthen phytosanitary safety

The State Service of Ukraine on Food Safety and Consumer Protection and the Latvian State Plant Protection Service have agreed to jointly modernise Ukraine’s phytosanitary system in line with European standards. A Protocol of Intent for the implementation of the technical assistance project “Improvement of the Phytosanitary System in Ukraine” was signed by Head of the State Service of Ukraine on Food Safety and Consumer Protection Serhii Tkachenko and Director of the Latvian State Plant Protection Service Kristīne Lomakina.

“We are working for the future, as phytosanitary safety is the foundation of stable agricultural development. By strengthening the system today, we can prevent major issues tomorrow, from crop losses to export restrictions. Cooperation with Latvia will help us respond swiftly to modern challenges while ensuring stable access for our products to international markets,” emphasised Serhii Tkachenko.

The international technical project includes:

• Analysis and updating of legislation on plant quarantine and protection in accordance with EU requirements.
• Improving the monitoring and control system for harmful organisms in Ukraine.
• Developing action plans for emergency situations.
• Studying the system for issuing plant passports and authorising their issuance.
• Enhancing the qualifications of Ukrainian specialists.
• Conducting training visits and seminars.
• Gaining practical experience to raise awareness among farmers and the public about new EU plant protection requirements.

The project’s implementation will enhance Ukraine’s phytosanitary safety, increase the competitiveness of its agricultural products, and expand export opportunities to global markets.

Collaboration with the Latvian State Plant Protection Service provides crucial support in modernising Ukraine’s phytosanitary system. This partnership facilitates the harmonisation of Ukrainian legislation with EU standards and improves the efficiency of agricultural sector protection.
