Ukraine and the EU held the first meeting of the Joint Aviation Committee

The first meeting of the Ukraine–EU Joint Aviation Committee—the key body for implementing the Common Aviation Area (CAA) Agreement—took place. This Agreement outlines how Ukraine will integrate into the EU’s aviation area.

The meeting was attended by representatives of the Ukrainian delegation, the European Commission, and the aviation authorities of EU member states.

“Although Ukraine’s airspace is currently closed, we continue to work systematically toward joining the Common Aviation Area with the EU. This Agreement establishes uniform rules for aviation and integrates Ukraine into the European aviation system—both in terms of flight safety and the protection of passenger rights. The holding of the committee’s first meeting is an important stage in this work,” noted Deputy Prime Minister for Restoration—Minister for Communities and Territories Development Oleksii Kuleba.

A significant outcome of the meeting was the approval of an updated list of European Union legal acts that Ukraine must incorporate into its national legislation.

Work on implementing the Agreement continues despite the closed airspace. The goal is to ensure Ukraine’s full integration into the European aviation market immediately after flights resume.

“Our goal is for the Ukrainian aviation market to operate under the same rules as in the EU once the skies reopen: safely, transparently, and with a level playing field for carriers. We understand the difficult conditions under which Ukrainian airlines are operating today, but we are already developing a clear and predictable regulatory framework,” added the Deputy Prime Minister.

As part of the visit to Brussels, a meeting was also held between Deputy Minister for Communities and Territories Development Serhiy Derkach and European Commission Director for Aviation Filip Cornelis.

The parties discussed practical steps for implementing the Agreement and preparing the market for the resumption of air service.
