Ukraine and France to expand cooperation on establishing a School of Healthcare Management

Minister of Health of Ukraine Viktor Liashko met with Isabelle Richard, Director of the French School of Public Health (EHESP). The meeting focused on developing a modern system for the training and professional development of healthcare facility managers in Ukraine, drawing on French expertise.

The meeting was also attended by Deputy Ministers of Health of Ukraine Yevhenii Honchar and Vasyl Strilka, Vincent Vial, Head of the Expertise France Health Programme in Ukraine, Mathieu Radoubé, Deputy Head of Health Program, and Frédéric Boiron, Director General of Lille University Hospital.

The initiative envisages the establishment of a School of Healthcare Management aimed at strengthening the managerial and administrative competencies of Ukrainian hospital leaders. It is being developed at the request of the Ministry of Health of Ukraine with the support of Expertise France. The French School of Public Health (EHESP) is also contributing to the development of the programme.

During the meeting, the parties discussed the main areas of the future training programme. Practising hospital managers and other healthcare professionals with hands-on experience are expected to be involved in the training. In this context, EHESP representatives also shared France’s experience in training healthcare managers.

The first group of participants has already been formed and will include 20 healthcare facility managers from different regions of Ukraine.

The programme will have a modular format, combining online learning, in-person training and professional exchange with French colleagues, including study visits to France. Expertise France will also hold additional consultations with the first group of participants to ensure that their practical needs are taken into account when developing the course content.

The next step will be to build Ukraine’s own system for training healthcare managers. The parties discussed the training of Ukrainian trainers, adapting French expertise to the Ukrainian context and jointly developing training programmes. Existing Ukrainian educational programmes and professional standards in healthcare management are also expected to be reviewed.

The development of the School of Healthcare Management is part of the broader cooperation between Ukraine and France in the healthcare sector. The Ministry of Health of Ukraine expresses its gratitude to its French partners, Expertise France and EHESP for their continued support, expert assistance and readiness to share practical experience to strengthen the management capacity of Ukraine’s healthcare system.
