Ukraine and Czech Republic discuss status of medical infrastructure restoration project under Ukraine Facility
Deputy Minister of Economy, Environment and Agriculture of Ukraine Andrii Teliupa held a meeting with representatives of the Ministry of Foreign Affairs of the Czech Republic, led by Petr Gandalovič, Director of the Development Cooperation and Humanitarian Aid Department. The parties discussed the implementation of projects within the Ukraine Investment Framework, the investment component of the Ukraine Facility, aimed at restoring Ukraine’s infrastructure.
The Czech Republic, as part of its participation in the Ukraine Investment Framework, has prepared a project for the reconstruction and modernisation of hospitals in Ukraine with financial support from the EU. In March, the European Commission approved the restoration of six hospitals, both regional and municipal. Details of the project were presented during the URC2025 conference in Rome.
The funding includes:
- EUR 30 million in loan guarantees from the Czech National Development Bank;
- EUR 59 million in grants from the EU, administered by the Czech Development Agency.
Implementation will be managed by two Czech institutions: the Czech National Development Bank and the Czech Development Agency.
The purpose of the meeting was to discuss preparations for implementing these projects and address certain technical aspects of their execution. The Czech side introduced the new economic advisor to the Embassy of the Czech Republic, Ivan Levchenko, and expressed readiness to share expertise on harmonising national and European legislation.

The Ministry of Economy’s team is doing everything possible to enable international partners to implement their projects in Ukraine quickly and efficiently. We sincerely thank the Czech government for its comprehensive and systematic support and the active cooperation between our countries,” said Deputy Minister Andrii Teliupa.
As a reminder, since 2022, the Czech Republic has provided EUR 4.3 million for medical equipment and technology for hospitals, ambulances, buses, and communication systems for medical units.
Background
The Ukraine Investment Framework (UIF) is the investment component of the Ukraine Facility, established by the European Union to support Ukraine’s economic recovery and modernisation. The UIF operates under indirect management by allocating funds to partner banks for project implementation. The total UIF budget is EUR 9.3 billion, with the latest announced funding package of 18 investment programmes under the UIF amounting to EUR 2.3 billion. The Czech National Development Bank’s hospital modernisation programme is included in this latest funding package.
