  • Ukraine and the EU have completed the screening of Ukrainian legislation under Cluster 2 on Internal Market

    Ukraine and the EU continue to hold bilateral meetings within the framework of the official screening of Ukrainian legislation in accordance with EU law.

    Thus, today in Brussels, Belgium, the Ukrainian side and representatives of the European Commission held a bilateral meeting on the compliance of Ukrainian legislation with EU law under Chapter 6: Company Law, which is the final part of Cluster 2: Internal Market.

    The Head of the Delegation, Deputy Prime Minister for European and Euro-Atlantic Integration - Minister of Justice Olha Stefanishyna made an opening statement online.

    "Over the past 5 months, we have been working closely together with the European Commission and held a series of fruitful and meaningful discussions within Cluster 2 on Internal Market. Today, we are completing this cluster with a section on company law. This area is fundamental, as it regulates business, affects the stability of the economy, investment, and the attraction and development of the competitive environment. In the Ukrainian legal system, this is an inter-institutional policy, while we have set ourselves ambitious goals for the accelerated implementation of the EU acquis and have all the necessary prerequisites for the successful completion of tasks," the official said.

    Olha Stefanishyna noted that Ukraine had already made significant progress in bringing its national legislation in line with EU law, particularly in the areas of corporate governance, protection of shareholder rights, and financial transparency. However, some areas require further development, including improving the mechanisms for supervising companies and adapting accounting and auditing standards. In this context, the Deputy Prime Minister expressed hope for further support from the EU and thanked for the assistance already provided.

    The Ukrainian delegation was represented in Brussels by Maksym Libanov, member of the National Securities and Stock Market Commission, Svitlana Tereshchenko, Deputy Minister of Justice, Svitlana Vorobey, Deputy Minister of Finance, representatives of the Government Office for Coordination of European and Euro-Atlantic Integration of the Cabinet of Ministers of Ukraine and others. A number of participants from ministries and agencies participated online.

    During the session, the Ukrainian side presented the current national legislation and the next legislative steps on issues such as mergers and divisions of public joint stock companies in the domestic market; procedures for cross-border mergers, divisions, and transformation of limited liability companies; requirements for the formation and capital of limited liability companies; disclosure requirements for companies and branches; use of digital tools and processes in corporate law; the Business Registry Interconnection System (BRIS); legal forms of European Economic Interest Group (EEIG) and European Cooperative Society; shareholder rights and corporate governance; anti-corruption in corporate law, etc.
