  • Ukraine submits the second Ukraine Report to the European Commission as part of the EU's 2024 Enlargement Package

    On 9 September, the Government Office for Coordination of European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine handed over Ukraine's Report to the European Commission as part of the EU's 2024 Enlargement Package.

    The 900-page document contains updated information on the state policy towards Ukraine's full membership in the EU for the period April - August 2024. About 140 Government agencies were involved in its preparation.

    The report provides detailed information on the progress of each measure envisaged in the plan for implementing the recommendations of the European Commission presented in the EU's 2023 Enlargement Package. As a reminder, a new European Commission report on Ukraine's progress under the EU Enlargement Package is expected in October this year.

    ‘This comprehensive report reflects the great work of state institutions and agencies in the field of reforms and adaptation of Ukrainian legislation to EU law; this information will help the European Commission analyse where Ukraine is now. We have prepared thoroughly to demonstrate Ukraine's maximum capacity for quick and high-quality decisions and transformations on its way to the EU. I chaired a number of meetings on the implementation of the European Commission's recommendations, including with representatives of the Verkhovna Rada and the judiciary, which demonstrated the high priority of European integration for all branches of government," commented the Deputy Prime Minister for European and Euro-Atlantic Integration, Minister of Justice of Ukraine Olha Stefanishyna.

    "This is the last report of Ukraine under the EU's Enlargement Package in 2024. Therefore, we have made significant efforts to provide the most detailed information on the implementation of each measure in line with the European Commission's recommendations. The assessment of Ukraine's progress in each area to be contained in the Enlargement Package, together with reports on the results of bilateral meetings as part of the official screening of Ukrainian legislation, will allow us to formulate a comprehensive vision of further steps towards EU integration," said Oleksandr Ilkov, Director General of the Government Office for Coordination of European and Euro-Atlantic Integration.

    This report will complement the information provided in the previous document for the period from 15 June 2023 to 31 March 2024, which Ukraine already submitted to the European Commission in April 2024.

    Background Information

    The EU Enlargement Package is a strategic document on EU enlargement policy published every autumn and includes a report by the European Commission assessing the progress made by candidate and potential candidate countries. In 2023, Ukraine was added to the Enlargement Package for the first time, and our country is fully involved in its preparation as a candidate country. In November 2023, the first Report on Ukraine's progress under the EU's Enlargement Package was published, with a number of recommendations for reforms.

    As a reminder, on 9 February 2024, the Cabinet of Ministers of Ukraine adopted and approved the Action Plan for the implementation of the European Commission's recommendations presented in the Progress Report.
