Ukraine and Netherlands advance cyber partnership: SSSCIP discusses joint projects with Ministry of Foreign Affairs of the Netherlands

The State Service of Special Communications and Information Protection of Ukraine (SSSCIP) has hosted representatives from the Ministry of Foreign Affairs of the Netherlands, in particular Ernst Noorman, Ambassador at Large for Cyber Affairs, and Cyber Policy Officer.

The diplomats toured the Cyber Training Centre of the State Cyber Protection Centre of the SSSCIP of Ukraine and the Computer Emergency Response Team of Ukraine (CERT-UA). Following briefings on the operational principles and results achieved by these units, the guests held talks with the SSSCIP leadership and department heads.

"This meeting marks another step towards enhancing cybersecurity not only for Ukraine but for Europe as a whole," stated Oleksandr Potii, Chairman of the SSSCIP, welcoming the delegation. "We are actively cooperating with our Dutch partners, particularly within the Tallinn Mechanism, focusing on cyber security."

The Dutch representatives received detailed presentations on prospective areas for future partnership. Discussions centred on the development of the SSSCIP’s project to establish a network of Regional Cyber Security Centres and their operational coordination with the national team, CERT-UA.

The parties also examined other strategic projects, including the launch of the "CISO Campus" – a national educational platform designed to train Chief Information Security Officers. They explored opportunities for relevant Dutch institutions to provide support for this vital initiative.

Representatives of the Ministry of Foreign Affairs of the Netherlands emphasised their readiness to share cybersecurity best practices with their Ukrainian colleagues while simultaneously studying and applying the unique experience gained by Ukraine. The participants concluded that this bilateral synergy is integral to strengthening the broader European security architecture.

Background information

Ukraine and the Netherlands operate under a robust framework of bilateral security documents. Specifically, an Agreement on Security Cooperation was signed in March 2025, followed by a Memorandum of Understanding on Critical Infrastructure Protection between the SSSCIP and the Dutch Ministry of Justice and Security in May of the same year.

On 27 November 2025, Ukraine and the Netherlands held their inaugural bilateral cyber dialogue in Warsaw.
