During her visit to Paris, Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine, discussed with French officials and entrepreneurs projects to restore Ukraine under a EUR 200 million agreement. The intergovernmental agreement was signed in October 2024 in Kyiv.
The meeting was attended by Eric Lombard, Ministry of the Economy, Finance and Industrial and Digital Sovereignty of France, Jean-Noël Barrot, Minister for Europe and Foreign Affairs, Laurent Saint-Martin, Minister Delegate for Foreign Trade and French Nationals Abroad, and Pierre Elbrun, Special Envoy for Ukraine's Relief and Reconstruction Pierre Heilbronn, as well as representatives of French companies already involved in Ukraine's reconstruction or planning to join.
The parties jointly processed dozens of applications and the Government approved the first 19 projects at a meeting of the Strategic Investment Council. These are projects in healthcare, energy, infrastructure, humanitarian demining and other areas. All selected projects will be implemented within 5 to 16 months.
"We are grateful to France for its strategic partnership. This agreement provides Ukraine with EUR 200 million through the Fund for Ukraine, which will be used to rebuild critical infrastructure. Of this, EUR 60 million will be used to support the energy sector. The programme has received significant attention from the private sector. The total number of projects submitted for funding, has reached EUR 600 million. This significantly exceeds the envisaged amount of funding, so we look forward to expanding our cooperation," said Yuliia Svyrydenko.
According to Yuliia Svyrydenko, this agreement will significantly enhance the energy potential of cities that need help. These include Kharkiv, Kryvyi Rih, Zaporizhia and other regions. The financing will help modernise outdated infrastructure, implement digital solutions, restore damaged facilities, diversify energy sources and switch to green energy.
"Restoring infrastructure is our common task. The damage is enormous. RDNA estimates that Ukraine will need USD 524 billion for reconstruction over the next decade. Residential buildings, social infrastructure, energy, transport, logistics and industry have suffered the greatest losses. That is why part of the grant funds will be directed to these areas," said Yuliia Svyrydenko.
The funds will also be used for humanitarian demining. This is critical for the resumption of economic activity in the frontline and de-occupied regions. Ukraine remains the most heavily mined country in the world. More than 138,000 square kilometres of its territory are contaminated with explosive hazards, which is almost a quarter of the area of France.
Yuliia Svyrydenko thanked French business for its active participation in the reconstruction and called for new investments.
"I am sincerely grateful to the French private sector for such an active interest in rebuilding Ukraine. All these projects will contribute not only to the reconstruction, but also to the creation of new jobs, tax support for the budget and the development of the economies of both our countries. It is especially valuable that the projects will be implemented jointly by Ukrainian and French companies.
And, of course, I am undoubtedly grateful to the Government of France for the EUR 200 million support package. Today, this agreement is a quality mark that other countries look up to," summed up the First Deputy Prime Minister of Ukraine - Minister of Economy of Ukraine.
During the meeting, 19 projects were presented in the areas of energy, critical infrastructure, healthcare and demining, funded by the French Government and implemented by the French Civil Grants Fund.

Background information
In October 2024, Ukraine and France signed an Implementing Agreement to the Grant Agreement between the countries, which opened up the possibility of attracting EUR 200 million in grant assistance. Up to 50% of these funds will be used to purchase Ukrainian goods and services for recovery projects. These projects will be implemented in close cooperation with French companies that actively support Ukraine and currently employ 25,000 people in our country.
The key sectors to receive funding are healthcare, energy, water and sanitation, demining, digital technologies, infrastructure, agriculture, waste management, and housing construction.
