  • First Ukrainians purchase housing under the eOselia programme with an eVidnovlennia certificate

    The first two borrowers became homeowners by using the eVidnovlennia certificate to pay the down payment on the eOselia mortgage. This became possible due to the changes adopted by the Government on 16 August 2024, which expanded the opportunities for providing citizens with their own housing.

    The first client was Valerii, a bank employee with an IDP status. The man lived in Irpin with his family in a house that was completely destroyed as a result of the russian invasion in 2022. In November 2024, Valerii received a certificate of eVidnovlennia worth UAH 2.1 million. Recently, he purchased a two-bedroom apartment of 62.6 sq m in his native Irpin under eOselia. The man used his housing certificate and received UAH 1.9 million as a loan under eOselia from TASKOMBANK.

    The second client, also an IDP, took the opportunity to buy an apartment in a new building from a developer in Kyiv. He received a UAH 1.76 million eVidnovlennia certificate and took out a UAH 1.34 million loan through eOselia. The man became the owner of a 59 sq m apartment. He chose PrivatBank for the transaction.

    "The possibility of using eVidnovlennia certificates for the down payment on the eOselia mortgage is an important step in expanding access to housing for Ukrainians. And it is for the sake of such stories that we have amended the terms of the programme. So that people can choose whether to repair damaged property or buy a new home using the certificate as a down payment on a mortgage. The first successful cases show that this opportunity is already working: people receive certificates, use them to purchase housing and take out affordable loans under eOseia. This allows us not only to provide housing for those who have lost it, but also to stimulate the construction industry and the production of building materials,’ said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

    How to use the opportunity? If you have already received the eVidnovlennia certificate and meet the requirements of the eOselia programme, you can use these funds to pay part of the cost of housing. To do this, you need to apply for eOselia, choose a partner bank and inform it of the housing certificate.

    Important! The funds from the certificate are reserved for 30 days. If a mortgage is not issued during this time, it must be re-booked in Diia.

    We remind you that internally displaced persons can participate in eOselia at 7% per annum and purchase housing up to 10 years old or under construction throughout Ukraine, where eOselia operates.

    Background information

    The eOselia programme is one of the components of the ‘Made in Ukraine’ policy aimed at stimulating demand for Ukrainian products and creating favourable conditions for production development. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo. The partner banks of eOselia are Oschadbank, Privatbank, Ukrgasbank, Globus Bank, Sky Bank, Sense Bank, Credit Dnipro Bank, MTB Bank, TASKOMBANK, BISBANK, and Radabank.
