  • Ministry of Regional Development, Construction, Housing and Communal Services and international experts will hold public consultations on drafting regional development strategies in seven regions

    On August 2, 2019, the Ministry of Regional Development, Construction, Housing and Communal Services and the National Democratic Institute for International Affairs (NDI) signed a Memorandum of Cooperation in conducting public consultations and activities in the elaboration of the State Regional Development Strategy and Regional Development Strategies for the period 2021-2027. This was announced by the First Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Viacheslav Negoda.

    “In the regions, new development strategies are being prepared. We expect these to be modern and effective tools, not formal documents. It is critical for the new regional leaders to understand the importance of this work, treat seriously the issue of strategic territorial development. But in order to create a quality strategy, it is important not only to speak with local authorities, but also to involve in the dialog business and community organizations, which sometimes know more about the problems and prospects of the region than local authorities. Therefore, we consider the format of public consultation appropriate and we will facilitate such dialogues in the regions. We expect that as a result of these activities in the pilot regions, the public and entrepreneurs will feel that they are involved in the development of the region, will have the desire to help the local authorities to implement important regional development projects”, said Viacheslav Negoda.

    Under the Memorandum, by the end of October 2019, public consultations on the elaboration of regional development strategies for 2021-2027 will be held in Vinnytsia, Zhytomyr, Zaporizhia, Zakarpattia, Kirovograd, Cherkasy and Kyiv regions. International experts will also facilitate such consultations on the development of a new National Regional Development Strategy.

    Director at the National Democratic Institute for International Affairs in Ukraine Natia Jikia said: “Public consultation is a relatively new tool for Ukraine, but in the world, it has long and successfully been used as one of the mechanisms for involving citizens in decision-making. And we are ready to share with you the best experience. In particular, we will be assisted by the All-Ukrainian Public Association "The Institute Republic", which has experience in conducting public consultations in cooperation with the Ministry of Healthcare of Ukraine.

    Background

    The National Democratic Institute (NDI), with the support of the Government of the United Kingdom through the Foundation for the Effective Public Governance Development, aims to help the Government of Ukraine develop and implement a strategy for implementing public consultation in Ukraine. Public consultation is a two-way communication process between the Government and citizens on certain aspects of reform.
