On August 1, 2019, the Ministry of Social Policy hosted a meeting of the Steering Committee of the EU-ILO Project “Enhancing the Labour Administration Capacity to Improve Working Conditions and Tackle Undeclared Work”. It gathered representatives of the Ministry of Social Policy, the State Labour Service of Ukraine, representatives of the Employers' Party, trade unions, experts of the European Union and the International Labor Organization.
Opening the event, the Chairman of the Project Steering Committee, First Deputy Minister of Social Policy of Ukraine Olha Krentovska said that the Project is a timely and necessary tool for promoting labor reforms. Within the framework of the Project, a proper analytical framework and practical recommendations were prepared for the development of a number of draft regulations to tackle undeclared work and implement international and European norms in national legislation.
During the event, the parties discussed a draft Action Plan to tackle undeclared work and the prospects for its approval by the Government and heard information on the progress of drafting a law on the implementation of European directives in the sector of safety and health at workplace. The state of implementation of the Project for January-July 2019 was also analyzed and the objectives for August-December 2019 were approved.
Moreover, the members of the Steering Committee got familiarized with the successful practices of the labor inspection in Portugal and supported the expediency of their introduction in Ukraine; discussed future trainings for labor inspectors on communication techniques to more effectively identify and tackle undeclared work; got acquainted with the concept of information company on counteracting undeclared work, the realization of which is planned within the framework of the Project.
The next meeting is scheduled for November 2019.
