Deputy Minister of Economic Development, Trade and Agriculture of Ukraine - Trade Representative of Ukraine Taras Kachka together with Deputy Minister Dmytro Romanovych held a briefing today discussing the problems of Ukraine's access to the Generalized System of Preferences (GSP) and the Government's actions in the sphere of protecting intellectual property rights.

“Recently, 155 Ukrainian goods have been returned to the general system of trade preferences of the United States, I mean imposing a zero import duty. These are the products that enter the top 100 most exported goods and pose interest for small and medium-sized businesses - these are niche products, value-added products, downstream processing. With the lifting of trade restrictions, we expect to intensify trade with the US, which will have a positive impact on small and medium-sized businesses in Ukraine,” said Deputy Minister Taras Kachka.

According to Deputy Minister Dmytro Romanovych, steps made by Ukraine in the field of protection of intellectual property rights have contributed to the lifting of trade restrictions. In particular, the law of Ukraine on the collective management organization(CMO) in the sphere of copyright was adopted and today there are three such organizations that collect copyright royalties for authors from users of copyrighted products (music, videos, etc.).

“The Ministry of Economic Development, Trade and Agriculture continues to work on strengthening the protection of intellectual property and the implementation of the best models of European legislation. There are now three laws registered in the Verkhovna Rada: on the system of intellectual property management, protection of patents and trademark protection. Meanwhile, we are actively working to implement the Government's Action Plan to increase the remuneration of authors for the use of their works,” said Deputy Minister Dmytro Romanovych.

There are currently underway five competitions for CMOs such as public notice of non-dramatic music compositions, reprographic reproduction, public performance of non-dramatic music compositions, home-based reproduction and resale royalty right. These are one of the core types of copyright, in which the market for compensation for the use of the copyright is formed, which is the most essential for the development of the creative industry.

Answering questions from journalists, Taras Kachka said that a meeting of the Ukrainian-U.S. Trade and Investment Council would be held this week to discuss issues of non-tariff barriers, product certification, the possibility of granting additional preferences for a number of Ukrainian goods, as well as cooperation in digital services. According to him, within the framework of the U.S. General System of Preferences Ukraine additionally receives from export to the USA from USD 35 to 76 million.
