    The formation of tariffs for housing and communal services, as well as the introduction of measures aimed at efficient energy consumption - one of the areas within responsibility of local management rather than central authorities. Prime Minister of Ukraine Volodymyr Groysman said commenting on the increase in gas prices and the further development of the situation.

    The Head of Government reminded that the rise in gas price for over a year had been on the agenda of negotiations with the International Monetary Fund, which is currently one of the largest and most important financial partners of Ukraine. At that, the initial requirement for a price increase was an indicator of 60%. Over the past 15 months, the Government has done everything in power to reduce this showing to 23.5%. Moreover, the Government has considered the possibility of providing targeted assistance - subsidies for those who can’t pay the full price.

    And now there comes a point of time for a responsible policy of pricing on the ground. "We spend most of the money on heat and hot water. And who produces it? Teplokommunenergo. And who do they belong to? Municipal goverments. That is, for the most part, that is not the public property", said Volodymyr Groysman. "Now in terms of the tariffs. Each tariff has a component - gas, wages, taxes, shipping, etc. And here it is important in what condition are the boiler-houses. If one boiler house has a coefficient of efficiency 65%, while another, the new one - 98%. Will there be a difference in the volume of gas consumption? Yes, it definitely will!"

     The Head of Government stressed that the mission of local authorities is not just "to plant cedars", but also to be deeply immersed in communal problems of cities and communities. "It is vital to invest in new boiler stations, new systems of transportation of energy resources, to insulate buildings, to invest in energy saving. Then the consumption will reduce and the bill will drop!" said Volodymyr Groysman. "Responsibility (of local authorities) is crucial. And I stand ready to help local self-government."
