Applications to participate in the housing voucher program for internally displaced persons from temporarily occupied territories are now open to submit

Starting today, December 1, internally displaced persons (IDPs) who have left the temporarily occupied territories and have the status of combatants or persons with disabilities as a result of the war can take advantage of the new component of eVidnovlennia and apply for a housing voucher worth UAH 2 million.

"The applications for housing vouchers for IDPs from the temporarily occupied territories have started to be accepted. Combatants and persons with disabilities resulting from the war can now apply for housing assistance. This is an important step that gives people a real tool to rebuild their lives in safe communities. Supporting people who have moved from temporary occupation is one of the key priorities of the Ministry's work. We are negotiating with international partners to scale up the program so that it becomes more accessible to as many families as possible who have lost the opportunity to return home," said Deputy Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development, Oleksii Kuleba.

A housing voucher is an electronic document that allows purchasing housing in a safe region, investing in new construction, or using it to pay off a mortgage.

Here is a reminder of who can participate in the program and how to apply.

Who is eligible to apply

In the first stage, only internally displaced persons who meet all of the following criteria are entitled to apply:

• have IDP status;
• have the status of a combatant or a person with a war-related disability (regardless of whether they received it after the full-scale invasion or during the ATO/JFO, starting in 2014);
• have confirmation of their previous place of residence in the temporarily occupied territory, as reflected in the IDP certificate;
• have a valid IDP certificate with the address of actual residence in the territory controlled by Ukraine.

Participation in the program is possible if the applicant and his/her family (husband/wife and minor children) do not own other housing in the territory controlled by Ukraine, except in cases of outstanding mortgages or housing in the zone of active hostilities. Participation is also possible provided that the family has not received housing support under other programs and does not have any valid applications in eVidnovlennia.

The presence or absence of housing owned in the TOT does not affect the right to participate.

The program was elaborated by the Ministry for Communities and Territories Development of Ukraine in cooperation with the Ministry of Digital Transformation of Ukraine, and in partnership with the Ministry for Veterans Affairs and the Ministry of Social Policy, Family, and Unity. The program operates on the basis of the State Register of Damaged and Destroyed Property (SRDDP). The program partners are the Eurasia Foundation, the East Europe Foundation (project “Digitalization for Growth, Integrity, and Transparency” (UK DIGIT)), and the World Bank (project “HOPE: Housing Repair for People's Empowerment”).
