Starting from 24 August, Ukrainian producers can apply for participation in the National Cashback programme through the Diia portal. This was announced by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

Under the terms of the programme, cashback will be provided for any consumer goods made in Ukraine, except for excisable goods. This includes medicines produced in Ukraine. The participation of manufacturers in the programme is voluntary, so cashback will not be provided for all goods, but only for those submitted by the manufacturer to participate in the programme.

"Consumer registration will start soon. And the beta testing phase will begin, when consumers will have a chance to buy goods and receive cashback. To do this, we encourage manufacturers to add their products. Thus, from the beginning of September, consumers will receive 10% cashback for their goods. Research shows that Ukrainians are waiting for cashback. For example, a survey by Gradus research indicates that the vast majority of consumers surveyed plan to use the National Cashback programme. We hope that manufacturers will show the same interest," said Yuliia Svyrydenko.

For retailers, registration in the programme starts on Wednesday, 28 August.

To become a participant in the National Cashback programme, sellers need to:

Apply to join the List of Ukrainian producers through the Diia portal.

Go to the ‘Business’ section, then ‘Entrepreneurship’ and select the List of Sellers.

Fill out the form and provide information about the company.

‘This step will contribute to the de-shadowing of the economy, as only those networks that operate legally and pay taxes will benefit from the programme. The programme is open to retail chains and shops, including online stores, which are subject to the general taxation system and accept payment cards for payments. The seller also needs to set up a cash register so that the fiscal receipt contains the barcode of the goods," said Deputy Minister of Economy of Ukraine Nadiia Bihun.

Registration of consumers for the National Cashback programme starts on 2 September. The programme provides for consumers to receive compensation in the amount of 10% of the cost of Ukrainian goods purchased by them.

In order to receive cashback, consumers need to give consent to the banks whose cards they use to transfer information about payments in stores that have joined the programme. They also need to open a special account with one of the banks and receive a virtual or physical card in the app or at a physical branch. Then, in the Diia mobile app, select the National Cashback service, where you need to specify a special card to which the cashback will be credited monthly.

The maximum cashback amount is UAH 3,000 per month. Citizens will have the opportunity to use cashback funds to pay for services, including utility and medical bills, purchase military bonds, or make a donation to support the armed forces, etc.

The National Cashback programme is coordinated by the Ministry of Economy of Ukraine. The project is implemented by the Ministry of Digital Transformation of Ukraine, the State Tax Service, Oschadbank, authorised banks of Ukraine and the Government Contact Centre. Mastercard is a technology partner of the programme. Visa, an international payment technology company, is the project's operational partner.
