Procedure for installing solar power plants on buildings simplified
The installation of solar power plants on roofs and facades is exempt from any construction permits or registration procedures. From now on, it is not necessary to register a notification or declaration, obtain a permit or certificate of readiness of the facility.
The Cabinet of Ministers of Ukraine has approved amendments to Resolution No. 406, which significantly simplify the procedure for installing solar power plants (SPPs).
Previously, the installation of solar systems often required complex bureaucratic procedures, as it was treated as reconstruction or major repairs. Currently, these works are excluded from the list of those requiring special documents.
The installation of solar power plants on roofs and facades is carried out on the basis of a technical survey report of the building. There is no need for additional permitting or registration procedures from state architectural and construction control authorities.
It is important to confirm that the installation of a solar power plant does not harm the structure of the building and does not affect its reliability. Before starting work, specialists must ensure that the roof or facade can withstand the load and that the building remains completely safe for people.
Owners of individual (private) residential, garden, summer cottage, or farm (private) buildings and structures will be allowed to install solar panels without a mandatory inspection—it will be carried out only at the owner's request.
“We are removing barriers to the development of distributed generation. Every solar panel on the roof of a hospital, kindergarten, or private home is a step toward our energy sustainability,” said Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities and Territories Development, Oleksii Kuleba.
These changes will not only reduce the time required to install solar power stations on roofs and facades of buildings or replace equipment at such power stations, but also reduce the load on the power grid and increase the energy independence of building owners. In addition, they will reduce electricity bills in the long term and ensure the availability of electricity for the population.
In addition, this decision is expected to encourage partners to invest in the purchase or supply of solar power plants and the development of energy efficiency in communities.
