Prime Minister of Ukraine Sergii Koretskyi held detailed talks with representatives of the World Bank, the IMF, the EU and G7 countries on Ukraine's external budget financing needs.

"For 2027, those needs top USD 52 billion. Nearly USD 20 billion is already secured under arrangements with the EU, the IMF and Japan, but we still have to raise over USD 32.6 billion (EUR 30 billion). Defense, pensions, hospitals and businesses all depend on this money," the Head of Government said.

Sergii Koretskyi noted that next year, budget spending on defense and security alone will reach almost 44% of GDP, and additional defense resources will be needed. The Defense Forces' off-budget requirement is estimated at USD 45 billion (EUR 40 billion).

"Ukraine keeps doing its part. This week, the Government is to approve all the decisions needed to keep the funding coming, and Parliament is to take up the bills required under the IMF, World Bank and EU support programs," Sergii Koretskyi said.

The Prime Minister spoke at the ministerial roundtable at the IMF and World Bank Annual Meetings, joining by video from Kyiv after yet another massive strike on the energy sector. Russia is systematically targeting critical infrastructure, businesses, factories and civilian sites. Because of the destruction and shutdowns, tax revenues will fall about USD 1.5 billion short of the forecast by year-end.

The Head of the Government of Ukraine thanked partners for identifying sources to cover Ukraine's 2026 needs, and the EU in particular for the EUR 90 billion Ukraine Support Loan covering 2026–2027.
