  • Practical implementation of the HOME project to compensate for destroyed housing launched with CEB support

    A EUR 100 million loan agreement was signed between Ukraine and the Council of Europe Development Bank (CEB) during the Ukraine Recovery Conference in June this year.

    As part of the project “HOME: Compensation for Destroyed Residential Properties”, holders of housing certificates received under the state programme of compensation for damaged and destroyed housing will be able to purchase new homes to replace those destroyed by russian aggression.

    The project is to be implemented in two stages (tranches) by the end of this year.

    “Over the two months of fruitful cooperation between the team of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Finance of Ukraine and representatives of the Council of Europe Development Bank, a number of urgent measures have been taken to implement the project and open a new budget programme. Cooperation with the Council of Europe Development Bank provides an opportunity to purchase a new home using a housing certificate primarily for combatants, returning defenders in need of rehabilitation, people with disabilities and large families.

    We plan to continue our cooperation with the Council of Europe Development Bank to support the affected people,” said Natalia Kozlovska, Deputy Minister for Communities, Territories and Infrastructure Development.

    As of today, more than 372,000 properties have been registered in the State Register of Damaged and Destroyed Property. Therefore, the Government continues to work to support people affected by russia’s armed aggression against Ukraine. Thus, under the state programme of compensation for damaged and destroyed housing, also known as eVidnovlennia, launched in May last year, almost 3,000 families whose homes were destroyed have already become owners of new homes. And more than 62,000 have been able to rebuild their homes.
