More than 1,800 people whose housing was destroyed have exercised their right to compensation using a housing certificate and purchased housing. This was made possible thanks to the financial support of the Council of Europe Development Bank under the "HOME: Compensation for Destroyed Housing" project.

In June this year, a EUR 100 million loan agreement was signed between Ukraine and the Council of Europe Development Bank (CEB) during the Ukraine Recovery Conference.

"Ukraine has received the second tranche of EUR 30 million to be used to pay for more than 800 housing certificates. The Council of Europe Development Bank has allocated the next tranche of EUR 70 million in accordance with the terms of the Agreement," said Oleksii Kuleba, Deputy Prime Minister for Restoration/ Minister for Communities and Territories Development of Ukraine.

As part of the project "HOME: Compensation for Destroyed Housing" project, holders of housing certificates received under the state programme of compensation for damaged and destroyed housing will be eligible for purchasing new homes to replace those destroyed as a result of russian aggression. The priority right to compensation under the programme is given to combatants, who return and in need of rehabilitation, people with disabilities and large families.

"The funds have already been credited to the current account of Ukrposhta. The holders of housing certificates receive notifications in the Diia app or in their personal accounts on the Diia portal about the booking of funds. Then they choose a property and apply to a notary to sign a purchase and sale agreement within 30 days. Cooperation with the Council of Europe Development Bank to support the affected persons will continue in 2025," said Deputy Minister Natalia Kozlovska.

As of today, more than 240,000 properties have been entered into the State Register of Damaged and Destroyed Property (SRDDP). The Government continues to work to support people affected by russia's armed aggression against Ukraine.
