Development of distributed power generation: passports of energy independence of regions approved

The relevant order “On approval of the List of Regional Energy Sustainability Passports” No. 496/1502 was signed on 31 December 2024. The document is the result of joint work by the Ministry for Communities and Territories Development, the Ministry of Energy, regional and local administrations, and energy companies.

The Energy Passport of a region is a comprehensive assessment of the potential for distributed generation development in each individual region. The document allows regional administrations to develop detailed action plans, including those for the development of distributed generation, taking into account the specifics of each territory.

Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, noted that energy passports of the regions had become an important step towards effective energy development, as they allow each region not only to assess its energy capabilities but also to develop development plans taking into account local specifics.

“This will help not only improve energy security but also stimulate economic development of the territories through investments in renewable energy and infrastructure. Energy passports allow us to see a complete and, most importantly, detailed picture of the needs and balance of each region. Based on the needs and available resources, we will be able to attract international partners for specific tasks to find opportunities,” the Deputy Prime Minister stressed.

Energy independence passports help local governments plan in detail the development of energy projects, including distributed generation. This is important to ensure a stable energy supply for communities and businesses.

Starting from 2025, the construction of distributed generation is expected to grow further to meet the needs of communities.
