Work without barriers: more Ukrainians will be able to benefit from the programme of compensation for workplace accessibility

The Government has expanded the access of Ukrainians to the programme of compensation for the arrangement of workplaces for people with disabilities. From now on, self-employed persons and individual entrepreneurs with disabilities will also be able to receive compensation from the state. The decision was made by the Cabinet of Ministers at a meeting on 21 February.

“We are expanding the programme to help businesses create inclusive workplaces for people with disabilities. From now on, people with disabilities who are self-employed or individual entrepreneurs, veterans with disabilities who want to start their own business will be able to equip their workplace with state support. They will be able to purchase the special furniture, equipment, and auxiliary devices they need, such as lifts or ramps. Employers will also be able to receive compensation for arranging a workplace for a veteran employee who has returned from war with a disability,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

Since the beginning of 2025, under this programme, the state has reimbursed businesses for the cost of adapting almost 300 workplaces, investing UAH 16 million in accessibility.

In addition, according to the Government’s decision, the list of auxiliary aids eligible for compensation under the programme has been expanded. In particular, the list has been supplemented with hardware, software and services that provide translation from/into Ukrainian sign language, both offline and online. The Government’s decision will come into force after its publication.

Background

As a reminder, the Government introduced a programme to compensate employers for the costs of equipping workplaces for people with disabilities in August 2023. Under the programme, starting from 1 January 2025, the amount of compensation is up to UAH 120,000 for the arrangement of workplaces for people with Group I disabilities, and up to UAH 80,000 for people with Group II disabilities.

In 2024, more than 1,500 entrepreneurs took advantage of the programme and created almost 2,000 jobs for people with disabilities. The Government reimbursed businesses for UAH 129 million.

The programme to compensate employers for the costs of equipping workplaces for people with disabilities is part of the flagship project of the Ministry of Economy “Work without Barriers”, which is being implemented as part of the National Strategy for Creating a Barrier-Free Environment in Ukraine.
