The Progress plant of the State Reserve Agency of Ukraine has become the first state organisation to be reorganised into a state-owned enterprise as part of the reform of the state material reserve system. This was announced by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
“The Government continues to solve large-scale and very important tasks to strengthen the country’s defence capability and resilience by reforming the state reserve system. We are working to ensure that the reserve system becomes modern, efficient, flexible and able to adequately respond to challenges and meet its functions. Today, on 5 February, the first state-owned organisation under the management of the State Reserve Agency was transformed into a state-owned enterprise. The reorganisation of Progress alone will allow us to save UAH 20 million in the budget by the end of this year. In total, the Cabinet of Ministers has decided to transform 10 state organisations into self-sustaining enterprises,” said Yuliia Svyrydenko.
According to Deputy Minister of Economy Ihor Fomenko, the state organisations of the State Reserve Agency of Ukraine had to overcome various difficulties, both objective and subjective, in the process of preparing for the reorganisation.
“Reorganisation in times of war is a complex process. I will give just one small example: some organisations had to look for appraisers who agreed to work in regions close to the frontline across the country in order to carry out property valuation. Unfortunately, there were also subjective factors involved, so we had to make appropriate personnel decisions. Today, the reorganisation process is at its final stage. The government organisations have been given clear deadlines, the Ministry of Economy keeps the implementation of tasks under constant control and, if necessary, provides advisory support to the heads of organisations,” said Igor Fomenko.
As a reminder, the reorganisation of state organisations under the management of the State Reserve Agency into state-owned enterprises is carried out in accordance with Government Resolution No. 462 of 26 May 2023, adopted to implement the Strategy for Reforming the State Material Reserve System for the period up to 2025.
