    Distiguished colleagues, fellow Ukrainians.

    We are starting a regular meeting of the Government.

    Under the leadership of President Volodymyr Zelenskyy, together with our partners, Ukraine continues to work towards a just and lasting peace.

    We are also continuing to work on the restoration of our country.

    The Government had launched a rapid reconstruction programme in the first weeks after the russian invasion, and we plan to accelerate all projects this year.

    The Government has created an appropriate recovery architecture. We have a responsible Deputy Prime Minister, a responsible agency, the DREAM ecosystem has been launched, and the public investment reform has begun to operate.

    In the housing sector, our main tool for helping people is the eVidnovnennia programme.

    85,000 families have received and are receiving funds to repair damaged housing.

    At the same time, almost 15,000 certificates have been issued for the purchase of new housing to replace the one destroyed by russian terrorists.

    In addition, 3,500 internally displaced families have already received certificates to purchase new housing.

    More than a thousand families have already purchased new homes.

    Today, we have a number of decisions on the agenda to speed up the rebuilding of our communities.

    We allot an additional UAH 5 billion for recovery projects in 12 regions.

    We are talking about 150 projects under a joint programme with the European Investment Bank.

    These are to repair and build hospitals, schools, kindergartens, to restore water supply. This is energy efficiency. These are projects that will significantly improve the lives of our communities and citizens.

    Moreover, today the Government provides UAH 5.2 billion for a pilot project for the comprehensive restoration of five settlements: Borodianka in Kyiv region, Trostianets in Sumy region, Tsyrkuny in Kharkiv region, Posad-Pokrovske in Kherson region and Yahidne in Chernihiv region. More than UAH 5 billion would be allocated for major repairs and construction of new housing in these communities. We shall restore and modernise heat, gas and water supply. The reconstruction of transport and social infrastructure shall also be carried out.

    The restoration of these settlements is being implemented in a comprehensive manner and is based on the principle of Build Back Better.

    Another priority for us is the healthcare sector.

    Over the past 3 years, we have fully or partially restored almost 1,000 medical institutions. Today we are to distribute an additional UAH 3.3 billion for significant projects in the healthcare sector.

    In particular, these resources will be earmarked for the restoration of the National Children's Specialised Hospital ‘Okhmatdyt’, for the financing of the National Cancer Institute, the Ukrainian Scientific and Practical Centre for Endocrine Surgery, as well as for paediatric cardiology in Kyiv, to develop university medicine and other important projects.

    The funding is distributed within the framework of the public investment reform, which means that the projects are highly beneficial to communities and are ready for implementation.

    On the agenda of today we have a decision that will allow the Asset Recovery and Management Agency (ARMA) to transfer more than UAH 1.8 billion for the restoration of Ukraine.

    As we promised, the confiscated funds of the sanctioned persons will be used to rebuild our country.

    Simultaneously, we continue to work to ensure that russia pays in full for the destruction it has brought to our land.

    We are working to establish an International Compensation Mechanism. The first step has already been successfully taken. This is the work of the International Register of Damage.

    Now, Ukrainans can submit an application not only for ‘Damaged or destroyed housing’ or ‘Death of a close family member’.

    Today we are to adopt a resolution enabling to submit applications for 6 new categories. These are, in particular, ‘Damage or destruction of non-residential real estate’, ‘Loss of access and control over real estate in the temporarily occupied territories’, ‘Serious bodily injury’, ‘Forced labour’, etc.

    Ukrainians will have an opportunity to file the relevant applications, and we will work to ensure that russia pays for its crimes.

    I would also like to thank the European Investment Bank, with which our Government signed an agreement yesterday for EUR 2 billion to rebuild Ukraine.

    These funds will be used for projects in the energy sector, transport, export infrastructure, as well as for the restoration of schools, hospitals, water and heat supply.

    We are grateful to all our partners who continue to support Ukraine.

    We are grateful to everyone who is rebuilding Ukraine alongside us.

    I am grateful to our defenders, thanks to whom Ukraine will stand and achieve a just peace.
