    Dear colleagues, fellow Ukrainians!

    We are beginning a regular session of the Government of Ukraine.

    Today is an important date for all of us. It is the Day of Remembrance of the Defenders of Ukraine who fell in the struggle for independence, sovereignty and territorial integrity of Ukraine.

    Let’s remember their names, their feat, their bravery. We bow before their heroism and will do everything to ensure that the sacrifice of our soldiers will never be forgotten. It is our common duty to build a Ukraine worthy of the memory of the Heroes.

    Let us honour their memory with a minute’s silence...

    We are doing everything so that Ukraine wins and Ukraine changes. We are doing it now.

    We are fulfilling our social obligations. In August, the state paid out almost UAH 58 billion in pensions. We are funding housing subsidies and launching a project to apply for them with a single click through Diia and the Pension Fund portal.

    We continue to rebuild. Under the eVidnovlennia programme, we have approved the payment of nearly UAH 838 million for damaged housing and started accepting applications from Ukrainians whose homes were completely destroyed.

    More than 2,600 Ukrainian families have already received housing loans under the eOselia mortgage programme. These are mainly military personnel, teachers and doctors.

    We are focusing on small and medium-sized businesses as the engine of recovery and development. Under the eRobota programme, we have already provided UAH 1.7 billion in micro-grants for business start-ups and UAH 2.6 billion in grants for the development of processing enterprises.

    The Affordable Loans at 5-7-9% programme provides businesses with working capital, enabling them to invest and grow. Since the start of the full-scale war, UAH 137 billion has been disbursed to nearly 36,000 businesses across the country.

    The Government has allocated unprecedented funding for the rapid recovery. This is more than UAH 43 billion from the Fund for the Elimination of the Consequences of Armed Aggression.

    These funds will be used to urgently repair energy facilities before the start of the heating season, to support communities affected by russian terrorist attacks, to build water pipelines in Dnipropetrovsk region, to build schools, hospitals, shelters and many other facilities that need to be restored.

    The Government has a clear policy of solidarity with communities and regions. This year, more than UAH 118 billion in state grants and subventions have been allocated to the regions for reconstruction, education and social support. We provide resources and demand their efficient use.

    Today, we are adopting an important resolution to reallocate a subvention of UAH 1.7 billion for the implementation of recovery projects in the regions. These are the funds of the European Investment Bank that we are allocating to the budgets of urban and rural communities in the territories controlled by Ukraine.

    I would also like to thank all our partners who help us financially. It is thanks to their solidarity that we are able to finance all the expenditure I have mentioned.

    This year, we have already received around USD 30 billion. Our main supporters are the European Union, the United States, the World Bank and the IMF. But for Ukraine, any contribution to our resilience and our victory is valuable. And we are grateful to all our partners who are helping and supporting us financially.

    We are uniting the efforts of the entire civilised world against russian terrorism. We are bringing victory and peace for Ukraine and Europe closer.
