    Distinguished colleagues. Fellow Ukrainians.

    Over the 821 days of the full-scale invasion, one of the main achievements of the Government is to ensure the financial stability of the state.

    Over this time, more than USD 85 billion of external financing has been leveraged.

    More than UAH 1 trillion has been raised in the budget thanks to military and other types of bonds.

    This has enabled the Government to fully cover key budget expenditures.

    Neither pension payments, nor subsidies or other social assistance payments have been delayed for a single month.

    During the four months of this year, UAH 187 billion had been provided from the budget for social support. In May, we also manage to finance everything on time.

    We will do everything we can to keep it that way.

    Yesterday we met with IMF representatives. This year, we have already received USD 880 million from the Fund, and we expect to receive another USD 4.5 billion in budget support for 2024.

    Also this week, Ukraine and the EU signed a Framework Agreement on financing from the European Union under the Ukraine Facility. This year's planned funding under the programme is EUR 16 billion.

    We are working with our American partners. This year, we expect almost USD 8 billion of budget support from the United States.

    But we also need to understand that our partners' funding can only be used for non-military purposes.

    This means that the Government finances the defence campaign at the expense of taxpayers' money and military bonds.

    Since the start of the year, we have already budgeted more than UAH 500 billion for the country's defence.

    During this period, every hryvnia of taxpayers' money that comes to the budget has been and is being spent by our Government on weapons, drones, equipment, supplies for our military and their salaries

    A robust economy and its recovery will enable us to fund our army.

    But such economic recovery is not fully possible without a sustainable energy system.

    That is why we are working on a daily basis to improve the situation in the energy sector. We have three key tasks.

    First is decentralisation of the energy system and development of renewable energy.

    Second - further integration with the EU and expanding opportunities for electricity imports;

    Third - repair and reconstruction of what is critically important to restore.

    The previous time we addressed the importance of fair blackout schedules. Today we approve a resolution obliging regional power distribution companies to ensure an even and fair sequence of power outages for consumers.

    We also determine that critical infrastructure facilities, hospitals, military enterprises and enterprises performing mobilisation tasks will have priority power supply.

    In addition, we shall endorse a draft law aimed to significantly improve the situation in the electricity market and resolve the issue of debts in the balancing market.

    In particular, we offer the creation of special accounts for a wide range of entities, which will ensure an acceptable level of payments. This will help reduce debts to Ukrenergo and enhance the resilience of the Ukrainian power system.

    Finally, we get back to where we started. Defence and financing our defence capability.

    Over the past two years, we have significantly increased the domestic production of weapons. Among the most successful cases is the revolution in the manufacturing of various types of drones.

    One of the drivers of success was the involvement of private manufacturers. We set a profit margin of 25% for them, and as a result, our drone production increased 100-fold in a year.

    Now, we will scale up this successful case with drones to produce ammunition. We pass a resolution that sets a profit margin up to 25% of the cost of ammunition for domestic producers.

    This will encourage manufacturers to expand and modernise their production lines. At the same time, the Government expects to see new companies and new investments.
