Since the beginning of the year, 6,970 agricultural enterprises have received UAH 45.6 billion in bank loans for development. Of these, under the Government’s Affordable Loans at 5-7-9 programme, 4,170 enterprises received UAH 19.3 billion in loans.

Farmers in the following regions received the largest amount of loans under various programmes:

• Kyiv region – UAH 13.1 billion (650 enterprises);
• Kirovohrad region – UAH 2.9 billion (856);
• Dnipropetrovsk region – UAH 2.8 billion (517);
• Ternopil region – UAH 2.7 billion (271);
• Lviv region – UAH 2.7 billion (420);
• Vinnytsia region – UAH 2.6 billion (659);
• Poltava region – UAH 2.4 billion (392);
• Odesa region – UAH 2.4 billion (576).

Under the Affordable Loans at 5-7-9 programme, the largest amount of loans was provided to enterprises in the following regions:

• Kyiv region – UAH 2.48 billion (387 enterprises);
• Kirovohrad region – UAH 1.9 billion (559);
• Vinnytsia region – UAH 1.78 billion (415);
• Kharkiv region – UAH 1.7 billion (265);
• Odesa region – UAH 1.4 billion (372);
• Dnipropetrovsk region – UAH 1.1 billion (260);
• Volyn region – UAH 1.1 billion (221).

Background

Concessional financing for agricultural producers under the Affordable Loans at 5-7-9 programme in 2024-2025 is made possible with the support of the World Bank under the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project. The programme facilitates access to bank lending for micro and small businesses. Farmers can receive a loan of up to UAH 90 million. Loans are granted at 5-9% per annum, depending on the loan category and type of business entity.
