Distinguished colleagues, fellow Ukrainians!
We begin a regular meeting of the Government.
The russian regime continues its terror against Ukrainian cities and our people.
These days, we are seeing a record number of drones launched by the russians. The main target of the strikes is civilian infrastructure and intimidation of civilians.
At night, Odesa region came under a massive attack. The day before, the enemy also launched a massive attack on Kropyvnytskyi.
All the necessary services are working at the scenes of the attacks. We sincerely thank the rescuers, medics and everyone who is helping to overcome the consequences of these russian military attacks.

The state will support every Ukrainian family whose home has been damaged as a result of russian terror.
Through the eVidnovlennia programme, people can receive up to UAH 350,000 to repair an apartment and up to UAH 500,000 to repair a private house. Tens of thousands of Ukrainians have already benefited from the eVidnovlennia programme, and we will continue to expand it.
After all, housing is a key priority of the Government in this year's reconstruction programme.
Other areas include energy, social infrastructure, humanitarian demining, and civil protection, including ‘large shelters’ based on the Finnish model.
During the visit of President of Ukraine Volodymyr Zelenskyy to Finland, agreements were finalised on the creation of a ‘coalition of civil protection shelters’. This will significantly enhance our capabilities in this area.
We are also paying special attention to humanitarian demining.
According to the World Bank, the full demining of the territory of Ukraine will require about USD 30 billion.
We are currently working on the demining of agricultural land as a priority. We understand how important this is in the context of the new sowing season.
We already have more than 80 certified mine action operators and more than 200 demining vehicles.
This year it is planned to conduct a technical survey of territories with a total area of 31,000 square kilometres.
We are grateful to our partners, as their assistance will allow to cleare Ukraine of mines ‘in years, not decades’.

We are also grateful to our allies for their financial support, which helps our Government to finance all priority expenditures.
This week, Ukraine received EUR 1 billion from the EU. These funds are secured by the proceeds of frozen russian assets, and we will use them to support our people.
We also have the EU's decision on the disbursement of an additional EUR 3.5 billion under the Ukraine Facility programme.
This week in Kyiv, we met with EU Commissioner for Economy and Productivity Valdis Dombrovskis. We have a very rich agenda.
Weapons, sanctions, recovery, trade, energy, logistics, confiscation of russian assets, Ukraine's membership in the EU. We are engaged in active discussions with our European allies on all of these topics.

Today we have several important decisions on the agenda.
In particular, the Government is approving the draft law "On Vocational Education".
We have already equipped about 100 vocational school workshops. We plan to upgrade up to a hundred more this year, with more than UAH 500 million allocated in the budget.
Today we are creating a new system that meets modern challenges and needs. A system that provides the most necessary and up-to-date knowledge.
We are increasing financial autonomy and strengthening cooperation between vocational education institutions and businesses. In particular, through joint investment projects. We are enabling them to manage their funds independently, approve staffing lists and avoid the tariff scale.
We envisage updated content and a flexible system for responding to labour market needs. The modular structure of educational programmes will make it possible to obtain professional qualifications in short-term programmes.
Instead of 18 types of vocational education institutions, there will be two. These will be a vocational college and a training centre. Vocational education students will receive the status of students and cadets.
We expect the Parliament to support this draft law.
The Government, in turn, will continue to invest in the development of the education sector, as we understand that it is the basis for our success as a country.
