Distinguished colleagues! Fellow Ukrainians!
The Government is currently focusing its efforts on three main objectives.
The first is to provide our army and our military with everything they need at the frontline.
The second is to ensure macro-financial stability and resilience of our economy to finance all priority budget expenditures.
The third task is to recover quickly. We have set our priorities. We are accumulating resources. We have formed recovery teams. We need to act quickly to complete the most urgent work by next winter.
The main source of funding for rapid recovery is the Fund for Elimination of the Consequences of Armed Aggression. It has accumulated almost UAH 62 billion, of which UAH 23.7 billion has already been allocated for reconstruction.
In particular, UAH 4.4 billion has been allocated for the implementation of the eVidnovlennia programme. By now, Ukrainians have submitted more than 22,000 applications for compensation for damaged housing. The leaders are Kharkiv, Kyiv and Mykolaiv regions.
Unfortunately, the processing of applications by local authorities is rather slow. Compensation has been approved for only one and a half hundred people. I emphasize once again: we should mobilise to the maximum extent possible, provide people with resources before the onset of cold weather so that they have time to complete the repair work.

Immediately after the russians blew up the dam at the Kakhovka Hydroelectric Power Plant, the Government allocated UAH 1.5 billion from the Fund of Liquidation of Consequences of the armed aggression of the russian federation for the construction of main water pipelines. We are talking about the Karachunivka Reservoir - Kryvyi Rih - Pivdenne Reservoir, Marhanets - Nikopol, Khortytsia - Tomakivka water pipelines. Their length is about 150 km, and they will provide drinking water to residents of four regions, in particular, to the residents of Kryvyi Rih, Nikopol and Marhanets. I call for maximum coordination of efforts between central and local authorities to achieve results as soon as possible.
In total, the Government has allocated over UAH 4 billion to overcome the consequences of the terrorist attack at the Kakhovka HPP. These funds are allocated for the supply of potable water to people, for the reconstruction of damaged and destroyed facilities, and for the payment of UAH 5,000 as one-time assistance to the victims.
As of today, 2,300 applications for such assistance have already been submitted, of which almost a thousand have already been transferred for payment. The relevant amounts of money have been transferred to the local authorities, and over the next two days, the local authorities will make these payments.

Moreover, we are to endorse today a decision to allot almost UAH 5.3 billion for the recovery in ten regions: Vinnytsia, Dnipropetrovsk, Zhytomyr, Kyiv, Kirovohrad, Odesa, Poltava, Sumy, Cherkasy and Chernihiv regions. These funds will be used to implement projects that are critical for communities and directly affect the quality of life.
One more element of our economy's recovery is the intensification of mortgage lending. Last year, at the initiative of the President of Ukraine, the Government launched the eOselia (eHousing) programme. We enabled the military, law enforcement officers, teachers, doctors and scientists to receive mortgages at 3%. Such preferential mortgages have already been issued for a total of over UAH 2.3 billion (updated).
Now we will expand the programme. We are making amendments that will allow other Ukrainians who do not have their own housing to participate in the eOselia programme. They will receive a preferential annual rate of 7% in hryvnia. The down payment will be from 20%, and the loan term will be up to 20 years.
These and other changes to the terms of the programme will significantly boost mortgage lending. We are creating an opportunity for Ukrainian families in need of housing to get it right now.

The economic support of partners is one more element of Ukraine's resilience. It allows us to finance non-military budget expenditures, including social obligations of the state.
Yesterday the state budget received the second tranche under the Extended Fund Facility from the International Monetary Fund. This amounts to USD 890 million to cover priority expenditures.
In total, Ukraine received USD 23.6 billion in partner macro-financial assistance in 2023. The largest contribution was made by the European Union, the United States, Canada, and the IMF.
We are grateful to all the friends for their solidarity and willingness to support our struggle for independence and our plans to rebuild the country.

Finally, let's talk about preparations for the next heating season.
Task number one is to complete the scheduled repairs of energy facilities.
Task number two is to reliably protect the energy infrastructure from russian attacks.
Task three is to accumulate sufficient resources. Currently, we have 1.5 million tonnes of coal and 10.4 billion cubic metres of gas in our storage facilities. By the beginning of the heating season, we plan to reach 1.8 million tonnes of coal and 14.7 billion cubic metres of gas.
The abovementioned objectives have been communicated to all executives, the responsible persons have been clearly identified, and the preparation for the heating season is under constant control.

And one more positive point. Today is the one-year anniversary of the launch of the eRobota business support programme. During this period, 5,600 entrepreneurs have received grants from the state worth UAH 4 billion to develop or start their own business.
The programme is constantly being improved, and most importantly, it continues to operate. Anyone with the knowledge, skills and plan can receive a non-refundable grant and start their own business.
