    Distinguished colleagues! Fellow Ukrainians!

    We start a regular meeting of the Government.

    Under the leadership of President Volodymyr Zelenskyy, Ukraine is uniting the world around the idea of a just peace.

    More than a hundred countries and international organisations joined the Global Peace Summit in Switzerland. For the first time, an event of this level and scale was held on the Ukrainian initiative.

    We have concrete results. The Summit participants recognised that future peace will be based on the UN Charter. This includes the principle of respect for the territorial integrity and sovereignty of all states. The participants of the Summit agreed on positions with regard to three points of the Ukrainian Peace Formula.

    Safe and secure use of nuclear energy and Ukraine's control over the Zaporizhzhia NPP.

    Free and safe navigation and access to ports, unacceptability of attacks on merchant ships and civilian ports. Inadmissibility of using food security as a weapon.

    Full exchange of prisoners of war and return of deported and illegally displaced civilians, including Ukrainian children.

    We have taken an important step towards peace. We will continue to work on the implementation of the remaining points of the Ukrainian Formula and prepare for the next Peace Summit.

    We are gearing up for the opening of negotiations on Ukraine's membership in the European Union. Permanent representatives of EU member states have approved the negotiation framework. We are busy preparing for the first intergovernmental conference on 25 June. I am sincerely grateful to the Government team for their hard work to fulfil all our obligations to our partners. This is a landmark moment for Ukraine and our European future.

    We enhance the financial sustainability of the state. We are working to raise funds from partners. Since the beginning of the year, Ukraine has already attracted USD 11.8 billion in external financing. We believe that further support will be predictable and consistent.

    This month, Ukraine expects to receive EUR 1.9 billion under the Ukraine Facility programme.

    After the IMF Executive Board approves the fourth review of the Extended Fund Facility arrangement, another USD 2.2 billion is expected to be allocated.

    Restoring the energy sector and developing decentralised generation is a priority for the Government.

    We have already reduced dramatically the timeframe for approvals for connection to power grids and gas distribution systems, minimised the number of required documents, cancelled the land allocation procedure and environmental impact assessment. Less bureaucracy to speed up decisions.

    Today, the Government adopts a resolution expanding the scope of the Affordable Loans at 5-7-9% programme.

    From now on, affordable loans can be obtained for the construction and installation of gas turbine, gas piston and biogas power generation plants.

    Access to liquidity is a key prerequisite for the implementation of such projects to decentralise the energy system.

    Thus, a programme of interest-free lending for households to install solar panels and wind turbines is being developed in cooperation with the NBU to ensure that people can provide for themselves and even sell their excess electricity to the general grid.

    The situation in the energy sector is tough. We exert every effort to ensure that Ukrainians have electricity.

    Now generators have become an essential tool for people and businesses. According to the Ministry of Health and the State Service of Ukraine on Food Safety and Consumer Protection, sanitary standards for exceeding noise levels do not apply in the context of responding to emergencies. Therefore, there are no fines associated with this.

    To prevent further information manipulation and PSYOP, I instructed the Ministry of Energy to ensure that the public is regularly informed in the form of briefings on the state of the energy system and key issues.

    And finally. We have a number of solidarity initiatives from our partners.

    Over the past week, the total announced support package for the Ukrainian energy system has amounted to more than USD 1 billion.

    The United States is providing USD 500 million in additional energy assistance through USAID and redirecting another USD 324 million to restore energy infrastructure.

    Norway will make a USD 74 million contribution to Ukraine's energy resilience. Part of these funds will be used to repair facilities in Kharkiv and the region.

    The Government of Canada will inject USD 14.5 million into the Ukrainian energy sector.

    We are grateful to everyone who has stood by and extended a helping hand in these difficult times.
