Distinguished colleagues, fellow Ukrainians.

We commence our regular session of the Government.

In recent weeks, the government team headed by President Volodymyr Zelenskyy has been actively working to conclude a beneficial, transparent and fair economic partnership agreement with the United States of America.

Such a deal has been inked this week. This is a historic achievement that fits into a large-scale program of building a strong Ukraine, ensuring peace and security.

The Agreement to establish a joint Reconstruction Investment Fund with the United States is both about how we can protect the country now and create a platform for a long-term partnership with the world's largest economy for the future.

It is important for Ukraine not just to end this war, but to achieve a just peace that will follow.

This means large-scale reconstruction based on the "Build Back Better" Principle.

This means EU membership.

It means a strong economy based on innovation and an advanced defense industry.

A strong economy combined with strategic partnerships with the United States, Europe, the United Kingdom, Canada and the Western world will be the best guarantee of security.

Now the current objective is to continue and finalize the legal and diplomatic work and sign the technical agreements that will create the necessary tools for partnering with the United States.

But something else is crucial: the Agreement will help us to ensure more reliable protection of the country here and today.

To better protect our skies - thanks to American air defense systems. To better protect our land – thanks to modern weapons.

This deal is also a message to the kremlin regime that the United States remains with Ukraine and willing to support us.

And the process of reconstruction of Ukraine will be carried out together with those who are now helping us to defend ourselves.

We are already pursuing rapid recovery today. The priorities are set.

This is housing. The Government is investing tens of billions of hryvnias in its construction, repairs and restoration.

This is the energy sector. Secure, decentralized, clean energy.

This is a new economic policy based on supporting Ukrainian producers and creating added value in Ukraine.

This is critical infrastructure. Heat, water, gas, transportation.

This is an investment in human capital, because people will be at the heart of our recovery.

Today, we are adopting a decision on further investments in education and our capacity to rebuild with qualified personnel.

Government distributes UAH 540 million in subventions to the regions to modernize vocational education institutions.

We are talking about modernizing laboratories of vocational and professional higher education institutions, as well as ensuring energy efficiency and safety of these educational spaces.

The funds will be provided for more than 100 educational institutions that train engineers, turners, builders, technologists, machine operators and other specialists the lack of whom makes reconstruction impossible.

The restoration of Ukraine will be the largest such project in Europe in the last 70 years. And we are preparing for its implementation today.

We are building strategic partnerships. We are creating a recovery architecture. We are investing in human capital.
