Ministry of Economy and the European Mortgage Federation have agreed on strategic cooperation in the field of housing financing

First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko and Secretary General of the European Mortgage Federation - European Covered Bond Council (EMF-ECBC) Luca Bertalot have signed a Letter of Intent to establish an Advisory Council on the development of housing financing in Ukraine. The signing of the Letter of Intent was announced during the 36th plenary session of the European Covered Bond Council (ECBC) by Deputy Minister of Economy Andriy Teliupa.

The document envisages cooperation between the parties in developing reforms and recommendations for effective financial instruments in the field of housing policy. The goal is to implement European practices, mobilize investments, and establish a dialogue between government agencies, international institutions, the expert community, and market participants.

"The recovery of the housing sector is an important element for bringing people back home, creating new jobs, attracting investment and developing the economy. For this recovery, we need effective financial solutions. That is why signing the Letter of Intent with the European Mortgage Federation is an important step. This will allow us to scale up affordable housing programs and make them even more effective in the long run," said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

Under the agreement, the Ministry of Economy will moderate the process of establishing the Advisory Board, while the EMF will provide expert and analytical support and facilitate the involvement of international partners. The parties also agreed to hold regular consultations on the format, composition, and rules of procedure of the Board.

"We are pleased to share our market knowledge and experience to support the creation of a roadmap for affordable and modern housing that combines private and public sector initiatives. As part of this effort, the Advisory Council we have established with the Ministry of Economy is a powerful platform for coordinating joint actions and aligning market mechanisms with national priorities. We are proud to stand shoulder to shoulder with the Government of Ukraine in this important endeavor," commented EMF Secretary General Luca Bertalot.

Background Information

The European Mortgage Federation (EMF) is a leading European association of mortgage lenders and covered bond issuers with deep expertise in capital markets, securitization and housing policy. It includes such Ukrainian partners as Japan Housing Finance Agency (JHF).

Since March 2024, PrJSC Ukrainian Financial Housing Company (Ukrfinzhytlo) has been an observer member of EMF and the first representative of Ukraine in this organization. Ukrfinzhytlo actively participates in the work of the Federation, including thematic sessions and expert discussions, and plays a key role in expanding cooperation between Ukraine and the European mortgage community.

Establishment of the Advisory Board with the participation of the European Mortgage Federation is one of the steps in implementing the strategy of transition from a budgetary model of support for the housing sector to a market-based model with the support of international financial institutions.
