    Dear colleagues, fellow Ukrainians.

    Today we are holding an offsite meeting of the Government in Kharkiv region.

    I would like to start by thanking all the residents of Kharkiv and Kharkiv region who stay and work in their native land.

    I am grateful to our defenders who do not allow the enemy to advance. I am grateful to every business and entrepreneur who works, invests, pays taxes and keeps jobs.

    This year, Kharkiv region is among the regions to which we have allocated the most funds. Nearly UAH 16 billion has already been allocated in the form of subventions.

    UAH 6 billion was additionally allocated for the construction of fortifications. The progress of work is at 99.9%. Almost 800 strongpoints have been built and equipped.

    Ministry of Defence has been instructed to ensure that all fortifications are equipped with drainage systems for normal drainage. The necessary changes have been made to the documentation, and this work has been completed.

    The Government has allocated UAH 2.4 billion to Kharkiv region to ensure that it is well prepared for and through the heating season.

    Almost UAH 2 billion was allocated directly to Kharkiv. More than UAH 500 million was allocated to Centrenergo to restore and protect power facilities in the region.

    At the same time, 913 Points of Invincibility have been deployed in the region. All of them are prepared and equipped.

    Heat, water and wastewater companies in the region have more than 1,200 generators of various capacities. Heat suppliers are also provided with 39 cogeneration units.

    We will do everything necessary to ensure that people in Kharkiv and the region have heat and electricity.

    We will also continue to help those communities and towns where the security situation makes it impossible to connect heating. Together with our partners, we are providing funds to buy firewood and coal so that people can heat their homes.

    This is part of the Winter Support programme to help our country and every Ukrainian family cope with the challenges of this winter.

    Creating safe conditions for our children’s education remains a priority.

    We talked about this during our last summer trip, and we gave a corresponding order, which has been fulfilled.

    A record amount of funds has been allocated for Kharkiv to build and equip shelters in educational institutions. We are talking about UAH 2.7 billion. The works are ongoing.

    Thanks to a government subvention, 21 school buses were purchased. The modernisation of school canteens and vocational workshops, as well as the purchase of computer and multimedia equipment under the New Ukrainian School programme, continues.

    We continue to restore housing damaged by russian terrorists. Under the eVidnovlennia programme, the Government has provided funds to repair housing for more than 26,000 families in Kharkiv region.

    More than UAH 600 million has been allocated to repair apartment buildings in Kharkiv region. We will continue to help in this direction, as housing restoration remains a priority of our Government’s rapid recovery programme.

    Healthcare is another area of special attention. We allocated more than UAH 200 million for Kharkiv region to build shelters and create safe conditions in hospitals.

    This year, we launched the first mobile pharmacy in Kharkiv region. Now this project covers 13 regions. The routes of mobile pharmacies are constantly being adapted, so that Ukrainians can receive the medicines they need even in places where there are no pharmacies.

    As part of the winter support package, we will also expand the Affordable Medicines programme.

    The budget for 2025 allocates UAH 6.6 billion for this programme. This step will allow at least 500,000 more Ukrainians to save money on treatment. For the first time, the programme will include medicines for children.

    Starting from 2025, all pharmacies will dispense medicines under the Affordable Medicines programme. The Ministry of Health is preparing relevant regulatory changes.

    We continue to implement the Winter ePidtrymka programme. More than 5 million applications have already been submitted through Diia.

    Ukrposhta has also joined the project. More than 2 million Ukrainians – including pension and subsidy recipients through Ukrposhta – will automatically receive UAH 1,000 of Winter ePidtrymka.

    Another area of our work is to support Ukrainian producers. This year, UAH 1.5 billion has been allocated to support Kharkiv region businesses.

    This includes grants for processing, microgrants, affordable loans, compensation for the purchase of domestic agricultural machinery, compensation for mine clearance, subsidies to farmers and other programmes.

    All this is to ensure that Kharkiv and all Ukrainian businesses continue to operate and grow.

    One of the programmes that requires additional attention is demining. Kharkiv region is one of the most mine-contaminated regions.

    Currently, about 320 deminers from various government organisations are working on demining here, using 24 mechanical demining machines. In addition, there are about 400 more deminers from non-governmental and international organisations in the region.

    We urge farmers in Kharkiv region to take advantage of the humanitarian demining market, which allows them to receive 100% compensation for the demining of their land.

    In conclusion, I would like to once again thank all our defenders who are defending Kharkiv region, our Ukraine, and deterring the aggressor in this and other areas.

    I thank all those who treat, teach, restore, and work on their native land, despite all the difficulties and threats.
