Dear colleagues! Fellow Ukrainians!
Yesterday, russia carried out one of the largest and most cynical attacks on Ukraine.
The enemy fired 40 missiles of various types at peaceful cities: Kinzhals, Iskanders, Zircons, and Kalibrs. Kyiv, Dnipro, Kryvyi Rih, Kramatorsk, and Sloviansk were hit.
As of now, 40 people have been killed. Most of them were killed in Kyiv. Our sincere condolences to the families and friends.
In the capital, the aggressor committed the most brutal crime – a missile deliberately hit the Okhmatdyt children’s hospital.
Yesterday, the Minister of Health and the Minister of Internal Affairs spent the whole day at the scene of the tragedy, personally coordinating the rescue efforts.
The work is now nearing completion. One hospital building has been completely destroyed and four are heavily damaged.
But the most painful losses are the injured and dead people – doctors and children.
The attack on Okhmatdyt is part of russia’s systematic shelling of our medical infrastructure.
During the full-scale war, the enemy destroyed 214 medical facilities and damaged more than 1,600.
Their only goal is to bring death and destruction. Our goal is to bring back lives and rebuild.
Over the past 2 years, 880 medical facilities have been fully or partially restored, and this work is ongoing.
The state will fully rebuild Okhmatdyt. We are starting work right now.
Immediately after the tragedy, the Ministry of Health, the Ministry of Economy and the Ministry of Finance were instructed to work on the issue of allocating funds for the recovery and assistance to the victims.
Today, we are allocating UAH 100 million from the state budget reserve fund for the priority restoration work at Okhmatdyt.
We will further increase funding as the reconstruction project is prepared.
Every family with children affected by yesterday’s attack, together with UNICEF, will receive assistance in the amount of UAH 10,800 per family member.
President Volodymyr Zelenskyy has set a task to find a location for doctors and young patients to move from the destroyed and damaged buildings as soon as possible.
Such locations have already been found. These are Kyiv Regional Clinical Hospitals No. 1 and No. 2. We have given the appropriate order to start the relocation.
It is important that the children receive all the necessary medical services at the new location.
I am sincerely grateful to everyone who helped to deal with the consequences of russian terror.

In just a few hours, UAH 100 million was raised. These resources will also be used to rebuild the hospital.

Yesterday, the whole world saw the ugly face of russia and its government once again.
To stop this genocidal war, Ukraine needs more weapons, including more air defence systems.
We need more effective sanctions against russia, more financial support for Ukraine through frozen russian assets in the West.
We expect that at the NATO summit, which begins in Washington, our partners will make bold and right decisions.

The second topic that is constantly in the focus of the Government’s attention is energy.
The situation remains extremely difficult.
Due to the consequences of all-out hostile shelling and the heat wave, hourly blackouts continue.
However, we expect the situation to improve in the last ten days of July.
Repairs at some generation facilities will be completed, which will increase the capacity of the power system. Thus, the outages will not be as long.
Another key area is the development of decentralised power generation.
The Government has developed and partially launched a set of measures to encourage citizens and businesses to become more energy resilient.
The first programme is loans for citizens at 0% interest, up to UAH 480,000, for 10 years to install solar, wind and energy storage systems.
The second programme is soft loans for small and medium-sized businesses. Up to UAH 150 million for up to 10 years, at 5-7-9% per annum for the installation of gas-fired power generation.
In the territories bordering the combat zone, the interest rate is reduced to 1-5% for the first two years, and loans for investment purposes will be available at 5% per annum starting next year.
The third programme is loans for condominiums and housing cooperatives for up to UAH 5 million. These funds will be used by homeowners to install solar stations and heat pumps. And then the state will reimburse them for 70% of the project costs under the GreenDIM programme.
The fourth programme is loans for large businesses for 5-7 years at 14-16% per annum, secured by equipment. Together with the NBU, we have worked with the banking sector, which is ready to provide such loans.
We have also submitted draft laws to the Parliament to cancel customs duties and VAT on the import of energy equipment. We hope that the Verkhovna Rada will promptly adopt these bills.
We expect that no later than 25 July, all these mechanisms will be fully operational.
