Fellow compatriots!

On behalf of the Government, and me personally I congratulate you on the Day of Constitution of Ukraine – one of the most remarkable holiday of the State!

The Constitution of Ukraine, which is acknowledged as the most democratic in the world, proclaimed that the State had chosen its own path for development - and determined: the human being is recognized in Ukraine as the highest social value inter alia his or her aspirations, interests, values and path to freedom.

One of the vitally important role of the Constitution of Ukraine is unifying. The document adopted as a result of a long public dialogue demonstrated that our citizens know how to stand together, find uneasy compromises, unite - to achieve a common goal and a common state-building interest.

Our Fundamental Law guarantees protection to every citizen, thereby placing a special emphasis on human-centered and humanitarian values. The recent events in a national political history had demonstrated that Ukrainian citizens are also ready to stand up for our constitutional order, our common history and our future.

Our State and  citizens together have chosen the main principle of development -"A person above all else". And it's not just a slogan, it's our worldview choice. That is why one of the pivotal article of the Constitution is the right to dignity. "A person, his life and health, honor and dignity, inviolability and security are recognized in Ukraine as the highest social value," the text of the Basic Law reads

Today, amid this trying time we are carrying out important reforms on which the life and well-being of every Ukrainian will depend: we continue to work for economic and political development, not forgetting the social component. And the impetus for these actions are the state-building principles enshrined in our Fundamental Law.
