Priority is support for victims and rapid housing restoration: Oleksii Kuleba on addressing the aftermath of russian attack in Ternopil

Work continues in Ternopil to deal with the consequences of a russian attack that claimed 34 lives. Oleksii Kuleba, Deputy Prime Minister for Restoration and Minister for Communities and Territories Development, received reports from the head of the Regional Military Administration, city authorities and relevant services, and also spoke with local residents.

The Ministry for Communities and Territories Development, together with local authorities, is strengthening coordination to accelerate the response, restore damaged infrastructure and provide assistance to those affected.

“The clear-up operation is ongoing. Our priority is to ensure that no one is left without attention or support. Dozens of families have lost their homes. We must act swiftly and effectively to restore housing and infrastructure and to help the victims,” stressed Oleksii Kuleba.

According to preliminary data, 330 flats have been damaged, of which more than 120 have been completely destroyed. A rapid expert assessment of the affected buildings has been carried out, which will enable repair work to begin sooner and allow the demolition of premises unfit for habitation.

A Coordination Headquarters is operating on site. Victims are receiving full legal support and advice on compensation under the eVidnovlennia programme. Commissions have already inspected more than 165 flats. Payments for approved applications to repair damaged flats are expected to start around 4 December 2025.

Local authorities have provided every affected family with a monthly payment of UAH 15,000 to cover the rent of temporary accommodation. Charities have offered free shelter to 11 affected families, among them a family from Kherson region who have suffered from russian aggression for the second time.

All residents have been supplied with food and essential items. Additional support is being provided by international organisations. A dedicated hotline is being set up to maintain constant communication with victims and respond promptly to their needs.

In addition to housing, the enemy damaged schools, heating networks and boiler houses. The Government is working on allocating extra funds from the state budget for emergency restoration works.

Oleksii Kuleba expressed gratitude to international organisations for their assistance and commended the well-coordinated work and active cooperation of local authorities.
